- The Procurement action being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The National Highway Traffic Safety Administration (NHTSA) intends to award a sole-source contract to the National Center for Manufacturing Sciences (NCMS), 3025 Boardwalk, Ann Arbor, MI 48108 for High Performance Computing Studies to support Automotive Safety Design and Manufacturing Analysis for research in support of NHTSA Vehicle Safety Research. NCMS is the only known source that can provide technical support, analysis, computational models and automotive design in support of NHTSA's crashworthiness research efforts in which no other source combines their experience, expertise and credibility in the formation and management of complex, multi-partner collaborative R&D programs. This sole source is based compatibility with NCMS being the largest cross industry collaborative research and development consortium in North America. NCMS also has over 25 years of experience in the formation and management of complex, multi-partner collaborative R&D programs. The National Highway Traffic Safety Administration intends to negotiate with only one source under the authority of FAR 6.302. This sole source procurement is based on 41 U.S.C. 253 (c) (1) which states that supplies or services required by the agency are available from only one responsible source. Any change would be cost prohibitive. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide an equivalent service as described above. Interested parties must provide rationale, including pricing, as to why they should be considered. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. NHTSA will not reimburse for any costs connected with providing the capability information.
