- *****Amended on May 22, 2013 This SIR is amended to: 1. Provide the updated Surge Protective Device Market Survey document which now reflects the correct version of requirement UL 1449, 3rd Edition. 2. Extend the submission due date to Friday, June 21, 2013, at 2:00 p.m.***** The Federal Aviation Administration (FAA) has a requirement for several types of Surge Protective Devices (SPD). The purpose of these devices is to limit transient over voltages and divert surge currents appearing on FAA power distribution networks. The purpose of this Screening Information Request (SIR) is to advise manufacturers and vendors that the FAA is seeking information on the availability of SPDs to meet the specific requirements of the FAA. This announcement is not a Request For Proposal (RFP) or Request For Offer (RFO) of any kind. It is for information and planning purposes and is not to be construed as a commitment by the Government. Further, the FAA is not seeking or accepting unsolicited proposals. Manufacturers and vendors wishing to qualify SPDs for sale to the FAA are invited to submit device information (list of qualified SPDs that address the requirements), supporting technical data, manufacturer test procedures and results, and manufacturer warranty information. Technical information on the suitability of a device for the purpose specified above shall be traceable to the original equipment manufacturer (OEM) and shall focus on the requirements given in Section 2.0 of this document and FAA Standard FAA-STD-019e Section 4.2.2.4. Additionally, a line diagram of internal components of the SPD shall be provided in the vendor ™s response. Component values are not required. Submissions may include additional information, such as SPD installation details and metering/monitoring provisions, to further demonstrate device performance and suitability for the specific requirements of the FAA. This SIR is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.
