- This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Kansas City VA Medical Center, Kansas City, Missouri is conducting market research to identify qualified firms capable of providing Safe Haven housing and supportive services for homeless veterans, and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NAICS 623220 (size standard $14 Million). Qualified firms would be able to provide services for homeless veterans outside of the VA system utilizing a Safe Haven's modeled program as an alternative to shelter care or as a placement after unsuccessful discharge from an inpatient or residential treatment program due to relapse-related issues. A Safe Haven is a form of supportive housing that serves hard-to-reach homeless persons with severe mental illnesses and/or substance use disorders. Most of these veterans are on the streets and have been unable or unwilling to participate in more traditional supportive services. This "low demand" model of service delivery allows clients to engage in treatment and services at their own pace. The VA will solicit community organizations to provide "Safe Haven" services as a 'specialty model.' This model of HCHV Contract Residential Care will offer services to chronically street homeless Veterans. Services to be provided are in compliance with the specialty model, and training will be provided to the Contractor by the VA National Center on Homelessness among Veterans for program development. This training will be on-going for the term of the contract and will be for Contractor and VA staff. This contract is expected to house and serve up to 25 chronically street homeless Veterans in need of immediate placement in a safe environment with onsite supportive services. Many of these veterans are expected to have co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. The goal of the HCHV Contract Residential Care Program is to rapidly stabilize Veterans' medical, mental health, substance abuse and other psychosocial problems in order to place Veterans in other appropriate transitional or permanent housing within 60 to 90 days, with no more than 180 days without a planned reason for the extension. This contract is intended for a community based contractor with a minimum of 18 months experience as a Safe Haven provider or 18 months experience with other low demand model or 18 months serving chronically homeless veterans. Specific tasks are identified as follows: Have existing programs and facilities in the targeted area of Kansas City, MO that can be fully operational and able to start providing services within 60 days of contract award. Be responsible for providing sufficient residential capacity to place a maximum of 25 Veterans, both male and female, in safe community-based residences. Suitable emergency shelter placement generally requires: "Sufficient personnel to assure security "Staffing available on-site 24 hours a day, 7 days a week "Three (3) nutritious meals per day plus have snack available "Laundry facilities and detergent available for Veteran to do their own laundry "The ability to place a Veteran on the same day of a referral from HCHV staff "Hygiene products to include wash cloths, soap, feminine products, deodorant, toothpaste, and tooth brush shall be made accessible to veterans. "Transportation to contracted facility upon admission when needed by veteran from key locations, such as the VA Medical Center. "Transportation to VA Medical appointments or vouchers for use of public transit. "Suitable bedroom space and furnishings allowing for adequate storage and security of belongings. "Veterans will be allowed common use of the kitchen facility, dining room and bathrooms. "Provide housing and furnishings that are safe, and sanitary. Separate sleeping and bathing area for female veterans to allow for privacy and safety. "Assistance to develop responsible living patterns and to achieve a more adaptive level of psychosocial functioning, improved social skills and improved personal relationships. "Sufficient case management personnel to provide the necessary therapeutic interventions and activities and to ensure a meaningful integration of these efforts with those provided in the residential setting. "Safe prescription medication storage and handling, including specific provisions for prescribed controlled substances. "Assistance to gain and apply knowledge of the illness/recovery process. "Acceptance of treatment cannot be a condition of admission or continued stay. "Medication adherence or compliance cannot be a condition of continued stay. "Specialized individual and group support addressing the needs of Veterans with complex medical and mental health diagnoses. "Possess the ability to clinically assess, respond, and transport a Veteran in a mental health crisis and create an environment conducive to medical and mental health recovery. "Provide one furnished secure office space for VA staff member.
