Description
The Centers for Disease Control and Prevention intends to award a sole source fixed price purchase order to Strata Proximity Systems of Huntsville, Alabama, for the purchase of a customized proximity detection system for continuous mining machines. The National Institute for Occupational Safety and Health (NIOSH) requires MSHA-approved proximity detection hardware that is compatible with the NIOSH-developed Intelligent Proximity Detection (iPD) system. The HazardAvert system from Strata Proximity the only product that meets the requirements for compatibility with the iPD system by using machine-mounted magnetic field generators, operating at the specific frequency required, and providing a data stream over RS-485 or RS-232 communication. In addition, the HazardAvert system is the only product known to have field installations on underground coal haulage equipment other than continuous mining machines which is required to complete the objectives of NIOSH's current and planned FY 2014 research. This product is necessary to obtain valid, consistent and comparable research results in a timely manner. This procurement action is for a product for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested small businesses may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. The NAICS code for this action is 334519 and the small business size standard is 500 employees. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
