Description
INTRODUCTION : This is a Follow-On Service Contract Renewal. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, New York 10594-1939 to procure a Service Agreement Contract for a Zeiss Axio Observer Z1 Stand Mot for NHGRI, Cytogenetics and Microscopy Core. The following system for this service contract renewal for 12-Months : 1. Axio Observer Z1 Stand Mot, Serial Number: 3834002479: • Spinning Disk Unit CSU-XIA 5000, Quantity: One (1) Each; • Nosepiece 6x MOT w/Definite Focus, Quantity: One (1) Each; • AxioCam MRm Rev.3 with FireWire, Quantity: Two (2) Each; • Scanning Stage 130x100 DC, Quantity: One (1) Each; • Incubator S TIRF DARK S1, Quantity: One (1) Each; and • Imaging Analysis Workstation (R650), Quantity: One (1) Each. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), The Cytogenetics and Microscopy Core's mission is to provide NHGRI investigators access to imaging and cytogenetics resources that support and extend their abilities to discover the causes of disease and the mechanisms of normal development and physiology. The Core performs fluorescence in situ hybridization (FISH) mapping of DNA clones, facilitating the visualization of defined nucleic acid sequences at the cellular and subcellular levels. Services include standard FISH mapping on high-resolution banded metaphase chromosomes (using G-banding or DAPI-banding); analyses of clones containing human, mouse, and other species' DNA; and high-resolution mapping of clones on extended chromatin structures. PERIOD OF PERFORMANCE : This Purchase Order will have a base for 12-Months and two (2) Option Periods. Base: June 1, 2013 through May 31, 2014 Option Period 1: June 1, 2014 through May 31, 2015 Option Period 2: June 1, 2015 through May 31, 2016 JUSTIFICATION: NHGRI uses both Microscopes throughout the institute and there is an important need to ensure this equipment is operational at all times. The Service Agreements allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment. The Spinning Disc Microscope is a very sophisticated piece of equipment that enables investigators to make experiments base on Fluorescent Recovery After Photo-bleaching (FRAP). Core users can perform FRAP not only on very fast moving proteins but also on slow moving DNA repairing proteins complexes as well. Another unique feature is the 4D-stitching module that allow Core users to image entire zebra fish embryos (tiling mode) in XY and Z and over long periods of time (a week). Once collected the Carl Zeiss software is able to stitch together thousands of images to give the Core user a 4D movie for data-analysis. TIRF give the Core users the highest possible out-of-focus discrimination (contrast), the highest z-resolution, highest sensitivity for low light imaging. With these tools the Core users can measure cell adhesion site with crystal clear clarity and resolution, image vesicles undergoing endocytosis or exocytosis with very high speeds, perform cell-to-cell interactions with high sensitivity and precision, and perform single molecule imaging with ultimate background suppression. It is very important to maximize the use of this expensive piece of equipment. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. The Service Agreement for the instrument includes : • Scheduled and Emergency service performed between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays; • All travel charges within the continental USA; • One (1) preventative maintenance inspection per Service Agreement year; • All covered replacement parts, except consumable items; • Applications Support and Software updates when available; • Factory trained Field Service Representatives; and • No Charge on all Labor and Covered Parts. Reporting Requirements and Deliverables : • The Contractor shall provide a summary report of their action after a repair and/or preventive maintenance inspection. Inspection and Acceptance Requirements : • The Government will accept the job performed by the Contractor. If it is a repair, equipment needs to demonstrate continuous performance. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $19.0M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (April 1, 2013). The determination by the Government to award a purchase order on a sole source on competitive basis for Service Contract Renewal to Carl Zeiss Microscopy is based upon a previous purchase order issued under HHSN268201200168P, June 21, 2012 for this requirement as well as a sole source letter from Carl Zeiss Microscopy, stating they are the only source and no 3rd parties. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals.
