- Description
- The work involved is generally described by the items below: Construction of the Emptying Basin consists primarily of fabricating large precast reinforced concrete segments which will form the outer shell of the basin. Tremie concrete will be used as infill for the shell to solidify the structure. All work is to be performed in-the-wet. The Emptying Basin is approximately 50 feet by 110 feet in plan and will be located downstream of the dam and riverward of the new lock chamber River Wall. Construction involves underwater excavation of both soil and rock, heavy lifting and placement of the precast segments from a floating plant, drilled shaft foundations, as well as operation and maintenance of the Government owned Concrete Batch Plant, concrete delivery system, and ancillary items. Maintenance of the batch plant will include repair and/or replacement of various items necessary for safe operation of the plant. Disposal of excavated materials will be required. The offloading area at Victory Hollow (VH), approximately 7 miles downstream of Charleroi Locks and Dam, will be utilized to stockpile excavated materials from Emptying Basin construction. Removal of an existing trailer and installation of a new operations trailer on the esplanade will be required. This work will include installation of new utilities and dam controls. Environmental protection will include requirements to remain in compliance with the NPDES permitting at both VH and the Concrete Batch Plant. The period of performance will be for 600 calendar days after the Notice to Proceed. This procurement will be solicited on an unrestricted basis under NAICS code 237990, Other Heavy and Civil Works Construction. The Magnitude of this construction project is between $10,000,000 and $25,000,000. Contractors must be registered in the System Awards Management (SAM), formerly the Central Contractor's Registration (CCR) database, before receiving a contract award (URL is https://www.sam.gov/portal/public/SAM/). The Invitation For Bid will be issued approximately 7 June 2013 or later on-line at the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored. Requests must be made by registering for this solicitation at http://fedbizopps.gov. Once registered, vendors, plan rooms and printing companies will be able to download this solicitation on or after the issuance date.
