- This is a Sources Sought notice to gather information regarding marina and boat repair services to support the Drug Enforcement Administration's (DEA) Caribbean Division which encompasses the maintenance and logistics support necessary to ensure that the Caribbean Division has the numbers, types, and properly configured vessels available when and where required to meet operational commitments. The nature of the work ranges from complete vessel overhaul ("depot level maintenance") to scheduled and unscheduled maintenance. The principle skills required in the performance of this contract are primarily mechanics, mechanic's helpers, and administrative support personnel. The primary moorage is located in Puerto Rico, and is the center for major repairs and refurbishment. The vessels will deploy to locations throughout the Caribbean Division's AOR. To support the service of the vessels, the contractor shall maintain sufficient logistics to operate in Puerto Rico as well as other locations in the US Virgin Islands,and throughout the Caribbean, TBD by operational requirements. The number of supported locations and staffing may increase or decrease significantly during the period of performance. The contractor shall develop a staffing plan that indicates their ability to augment their maintenance staff in the event of an increased operational requirements or unforeseen requirements or events. The Caribbean Division will maintain a fleet of approximately 8 vessels. The total number of vessels may fluctuate as new vessels enter service or others are retired from the fleet. All interested sources shall have a current registration in the System for Award Management (SAM)and Certificate of Commercial Business Registration -Commonwealth Government of Puerto Rico (Hacienda). The capabilities statements shall provide the general background, experience, and qualifications of the organization to include the organization's structure, the similarity of experience and knowledge of proposed personnel, and the company's capacity to support all aspects of the project effort. Interested parties shall provide its approach or demonstrate its ability to recruit/possess qualified personnel for all aspects of the project. THIS IS A SOURCES SOUGHT NOTICE, ONLY. Please note that the information provided in this Sources Sought notice is to be used for acquisition planning purposes to determine the available sourcesin Puerto Ricofor the services described herein. This is not a solicitation and proposals are not being requested at this time. This notice is not to be construed as a commitment by the Government to issue a solicitation or award. Responses will not be considered proposals. The DEA will not be responsible for any costs incurred by interested sources responding to this Sources Sought notice and no literature will be returned to responding sources. Not responding to this notice does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website.
