- DRAFT SOW - CAMPI CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA COLLECTION ACCESSIONING, MAINTENANCE, PRESERVATION & INVENTORY (CAMPI) The Law Library within the Library of Congress (LOC) is conducting market research to determine the best method for contracting assistance for all aspects of its collection maintenance functions for the Law Library's collection of more than 2.8 million volumes providing the contractor can meet the technical requirements specified in the accompanying draft Statement of Work (SOW). This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The Law Library, Library of Congress anticipates awarding a Labor-Hour type contract with one Base Year and four Option Years. The Law Library seeks capability statements from all sources. Capability Statement Instructions In response to the accompanying Draft SOW, the LOC hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). The capability statement shall be in sufficient enough detail so that the Law Library can determine the experience and capability of your firm to provide the requirements in the attached SOW. Major areas of expertise that should be addressed include: (a) accessioning new legal material in all formats in accordance with section 4.1 of the draft SOW; (b) maintaining a large collection of legal materials in accordance with section 4.2 of the draft SOW; (c) preparing material for binding in accordance with the specifications in section 4.3 of the draft SOW, and (d) inventorying items into an Integrated Library System (ILS) in accordance with section 4.4 of the draft SOW. The capability statement should also include a description of the potential offeror's quality assurance methods and staffing levels they predict will be necessary to comply with the Deliverables listed in section 5 of the draft SOW. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of up to three customers (Government/non-Government) within the past 5 years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work and a statement regarding the expertise of key personnel, and the capability of the company to provide the necessary capacity for services as stated in the draft SOW.
