- Amendment 0001 Questions & Answers/Clarifications DTD 5/15/2013 THIS AMENDMENT EXTENDS THE DUE DATE FOR QUOTES TO MAY 30, 2013, 2:00 PM (PST) AND PROVIDES CLARIFICATION ON THE WARRANTY REQUIREMENTS ON THIS PROJECT. The U. S. Department of Agriculture, Agricultural Research Service, Columbia Plateau Conservation Research Center (CPCRC), has a project entitled: Install Solar Photovoltaic System with Modular Inverter Assembly and AC Output Power Monitor, Pendleton, OR. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for a solar photovoltaic system with modular inverter assembly and AC output power monitor in Pendleton, OR. The total period of performance is 120 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $25,000 to $100,000. SET-ASIDE: This acquisition will be procured as a total small business set-aside. All responsible businesses meeting the requirements may submit an offer which shall be considered by the agency. The NAICS code is 238210 and the annual size standard for this project is 14 million. This is a Request For Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-66 and is being conducted according to FAR Part 13, Simplified Acquisition Procedures. It is the responsibility of the contractor to check the FBO website at: www.fbo.gov, for any amendments that may arise from this solicitation. A pre-bid site visit is scheduled and information is provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a quote. This will be the only opportunity to visit the job site prior to submission of quotes. Quotes will be due by 2:00 PM (PT) on May 15, 2013. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration (including representations and certifications) at the System For Award Management website at www.sam.gov in order to receive a contract award under this solicitation. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
