Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912NR-13-Q-0011 and is issued as a Request for Quotation (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 effective 1 April 2013. The associated North American Industrial Classification System (NAICS) Code for this procurement is 721110 with a small business size standard of $30M. This requirement is a 100% Small Business Set-Aside and only qualified offerors may submit quotes. The Louisiana Army National Guard requires the following; Contract Line Item (CLIN) 0001. Contractor shall provide lodging accommodations for the following; lodging for 70 campers for three (3) nights 21-24 June 2013, lodging for 130 campers for four (4) nights 24-28 June 2013 and separate lodging for fifty (50) camp staff 21 June 2013 - 28 June 2013. Check-in 21 June 2013; Check-out 28 June 2013. Recreational activities shall be provided per attached statement of work. Catered Meals shall be as follows: 21-24 June 2013 Breakfast, Lunch, Dinner 85ea per meal (except that 24 June will only provide 85ea Breakfast, 180ea Lunch, and 180ea Dinner) and 25-28 June 2013 Breakfast, Lunch, Dinner 180ea per meal. Request For Information (RFI): Interested offerors must submit RFIs to Crystal Stiles 318-290-5981 crystal.l.stiles2.mil@mail.mil or David Bourgeois 318-290-5933 david.l.bourgeois4.mil@mail.mil concerning the solicitation by 22 June 2013, 10:00 a.m. CST... Those RFIs not received within the prescribed date will not be considered. The following provisions and clauses apply to this solicitation and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012). The offeror shall submit an electronic copy of their signed and dated offer via e-mail to crystal.l.stiles2.mil@mail.mil and david.l.bourgeois4.mil@mail.mil with the solicitation number in the subject block NLT 29 June 2013 1400 p.m. CST... The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) which is incorporated into this Request for Quote with an addendum to paragraph (a) as follows: The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability and Price. If products from offerors are found to be technically equivalent, then price will be the determining factor. Technical acceptability will be determined by all of the criteria in items 1-2 below being offered by the contractor. The contractor shall provide a completed offer schedule as well as a signed letter stating the below items shall be met IAW paragraph 3.(a) & (b) of the Statement of Work. 1. Camp is located within 150 miles of Gillis W. Long Center, Carville, LA 70721. 2. All items on Statement of Work shall be met. The NAICS code identified herein must appear in FAR 52.212-3 quote mark Offeror Representations and Certifications quote mark in SAM, and the vendor must be actively registered in that NAICS prior to award to be considered for any resulting contract. Failure to be properly registered at the time and date of award may render the quote non-responsive.
