- Pre-proposal Site Visit Date is 29 May 2013 at 10:00 AM. PRE-PROPOSAL SITE VISIT DATE IS 29 MAY 2013 AT 10:00 AM SEE AMENDMENT #1. This acquisition is an 8(a) competitive set-aside for contractors with a bona fide location in New Mexico and El Paso, Texas for a Simplified Acquisition Base Engineering Requirement (SABER). It will be a firm fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220. All other firms are deemed ineligible to submit offers. The small business size standard is $33,500,000.00. The work requirements to be performed by the offeror consists of, but are not limited to, a broad range of maintenance, repair, minor construction/alteration and renovation work and/or design or design/build on real property at Holloman Air Force Base, NM and a 60-mile radius of the base post office. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical design support), items and incidentals necessary thereto. The work is required in support of the 49th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 49th Civil Engineering Squadron will identify construction projects and issue individual delivery orders for each project. The delivery orders may be for minimal design, design-build or build only. The contractor will provide a statement of work, drawings and a cost proposal as indicated in each delivery order request. The cost proposal will be comprised of the base costs in the Facilities Construction Cost Data by RS Means (e4clicks Project Estimator) multiplied by the contractor's coefficient. The awarded contractor will be provided a lot to maintain a management office on Holloman AFB (the on-site office is optional to the contractor). The contractor will be required to be available every weekday, with the exception of holidays, to receive delivery orders and provide other management services related to accomplishing individual delivery orders. Individual delivery orders will vary in size and complexity. The delivery orders will include multi-discipline construction trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, mechanical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Place of Performance: Holloman Air Force Base, NM and a 60-mile radius of Holloman AFB post office. Period of Performance: The performance period is one (1) base year with four (4) option years. The guaranteed contract minimum is $2,000.00 for the life of the contract. The maximum contract value is $45,000,000.00 for the life of the contract. The Government intends to award based on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 2 April 2013 with a closing date 30 days after issuance. The government will not pay for any information submitted in response to this solicitation. The government reserves the right to cancel this solicitation at any time.
