- 1.0 This notice seeks to amend the previous Sources Sought notice to include additional details pertaining to the requirement. If you made a previous response, a new response to this notice is required. The Government seeks to identify potential offerors possessing the required experience, certifications, Security Clearances, Facility Clearance, and Avaya Partnership level required to perform on this contract. 1.0.1 The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) San Diego California seeks sources and responses from qualified contractors for this requirement: Maintenance and support for Navy-owned equipment associated with the Consolidated Area Telephone System (CATS). The intended acquisition will be using FAR Part 12, Acquisition of Commercial Items (including services) to obtain these services. A full and open competition leading to a combination Fixed Price/Time and Materials contract is contemplated. The contract period will be one base year and two one-year option periods, with a planned start date of October 1, 2013. The primary North American Industry Classification System (NAICS) code for this procurement is 811213. The small business size standard is $10million. Anticipated RFP release date is on or about May 24, 2013. The combination synopsis/RFP will be made available electronically at the Federal Business Opportunities (www.fedbizopps.gov) and the Navy Electronic Commerce Online (NECO) websites. 1.1 FLC San Diego proposes to enter into a combined Time and Materials (T&M) and Firm Fixed Price (FFP) Hybrid Contract for maintenance of Combined Area Telephone System (CATS) located at 22 locations throughout the San Diego area and Southern California. In general terms the services encompass maintenance and operational support for switch maintenance, maintenance of Navy-owned cable and infrastructure, installation of new cable, move, add and change requirements for PBX and LEC dial tone services, voice mail, extensions of LEC circuits and installation of on-base circuits. CATS serves to ensure critical telecommunications services are continuously available for approximately 120,000 users, 40,000 circuits, and 606 activities, including Commander Navy Region Southwest (CNRSW). Maintenance for CATS is a mission critical component in maintaining continuity of a stable and consistent telephonic communications service for all official and all Government-sponsored activities. Services are required for a one year base period and two one-year option periods. Contractor shall begin performance on October 1, 2013. 1.2 This contract requires services and capabilities that include but are not limited to: Enterprise wide switch maintenance for (18) switches, (13) voice mail systems, (1) conference bridge; 24/7 continuous remote monitoring from NOC site manned by Avaya certified technicians; Avaya certified Professional Support Services technicians; voice and data service installations, disconnects, inside wiring, distribution cable, outside plant (OSP) cable maintenance, OSP engineering services and all moves, adds and changes; a Government Facilities Clearance, and sufficient certified technicians with Secret Clearances. The requirement is to provide maintenance, operations, and installation of the Navy owned equipment and operational support at 22 locations from Imperial Beach, throughout San Diego County and Ventura County, also San Clemente Island, San Nicholas Island, El Centro and Lemoore. No Switches but uses Operational Support 1.3 Maintenance shall be provided 7 days a week, 24 hours a day (7/24 Maintenance) for the following locations: location # 3 [Fleet Logistic Center (FLC)]; location # 5 (Point Loma); locations # 7, 13, 14, &15 [Naval Hospital San Diego and Naval Hospital Clinics]; location # 12 [Old Town Complex (OTC)]. Maintenance shall be provided to all others locations as required by Technical Direction Letters (TDLs). Repair and other operational support shall be provided as required by TDLs. All locations and equipment identified in Attachment A, Switch Locations, require 7/24 monitoring via NOC --including severity alarm codes (level of severity) and communication of the alarm severity to NCTS BCO. The technical level of work, access to restricted areas, and speed of response and repairs required under this contract, together necessitates Platinum level Avaya certifications, technical personnel with a minimum security clearance level of SECRET (required for 30% of buildings), rapid gate base access, and a Facility Clearance with a minimum clearance level of SECRET. 1.4 Services include monthly maintenance services, priced by the month (includes all weeks of each year); maintenance and repair services by task, priced by the task; equipment/operator, priced by the hour; labor by the hour (Telecommunication Technician; Communication Technician; Field Technician; CAD/Draftsman; Project Engineer; Technical Support Manager) priced per fully burdened hour; material, priced at cost with no burdens. Other than services provided on a monthly basis, job-scope-of-work (JSOW) will be sent to the contractor so that the work will be quantified and priced in advance of the issuance of a TDL to the maximum extent practicable. Other than the monthly maintenance services, all work shall be identified, quantified, and priced on a TDL. Work not identified on a TDL shall not be invoiced, and if invoiced, will not be paid. 1.9 Subcontracting Plan: Large business offerors must submit a Small-Business Subcontracting Plan and the Government will evaluate that plan. As an overall contract goal, offerors should provide subcontracting opportunities to small business (23%), HubZone (3%), Service Disabled Veteran (3%), Small Disadvantage Business (5%), and Women-owned (3%). One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is relevant to the contract requirements. See FAR 15.305. 2.3 There are two aspects to the past performance evaluation. 2.3.1The first is to evaluate the offeror ™s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The criteria to establish what is recent and relevant shall be unique to each procurement and shall be stated in the solicitation. In establishing what is relevant for the acquisition, consideration will be given to those aspects of an offeror ™s contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, meeting Security Clearance and Facility Clearance, and Certifications required in the RFP. 2.3.2 There are four levels of relevancy. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. 2.3.3 The second aspect of the past performance evaluation is to determine how well the offeror performed on the contracts. The past performance evaluation process gathers information from customers and other sources on how well the offeror performed those past contracts. Requirements for considering history of small business utilization are outlined at FAR 15.304(c)(3)(ii) and DFARS 215.305(a)(2).
