- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a Request for Information (RFI) by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This Request for Information is published in accordance with FAR Part 15.201(e), and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP), or a commitment by the U. S. Government, nor should it be construed as such. Respondents are advised that NSWCDD is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse the costs incurred by providing the information requested under this notice. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Dahlgren VA seeks Sources for a Universal Tactical Controller (UTC) to be used as a mobile common control station for Group 1 Unmanned Aerial Systems (UASs), Unmanned Ground Vehicles (UGVs), Unmanned Surface Vessels (USVs), and various Sensors and Payloads. The objective of this RFI is to solicit interest from all sources capable and interested in providing the UTC. The NSWCDD is the Lead Technical Design and Management Agent for the Marine Corps Warfighting Lab (MCWL) in the development, integration and experimentation of mobile common control stations. The Tactical Robotic Controller (TRC) is the 2nd generation of such mobile common control stations with proven capabilities of controlling UASs, UGVs, USVs, and various Sensors and Payloads. To further MCWL experimentation objectives, NSWCDD is seeking sources of mobile common control stations appropriate to operate as a UTC. The UTC shall be a non-developmental Commercial off the Shelf (COTS) item with no modifications or Non-Recurring Expense (NRE) needed prior to procurement, systems integration, and fielding. The Government will separately establish, resource, and manage any effort required to integrate the COTS UTC into a System or System-of-Systems architecture to include unmanned platforms, and various sensors and payloads. The UTC is primarily targeted for USA and USMC company, platoon and squad tactical missions and operations. The UTC shall be comprised of a computing subsystem, an operator interface, and a power subsystem. The UTC shall provide a common Command and Control (C2) platform with an open architecture and standardized interface to provide C2 for various unmanned Aerial, Ground, and Surface platforms to include but not limited to: Aerial “ Raven B, Puma, Wasp AE; Ground “ Dragon Runner, MAARS, Talon, SUGV; Surface - RiverScout. The UTC shall be capable of providing C2 for various sensors and payloads that are either standalone or integrated on manned and unmanned Aerial, Ground and Surface platforms. The UTC shall provide a common Graphical User Interface (GUI). The UTC GUI shall allow the user to operate various unmanned platforms; the UTC GUI shall provide the user the ability to cue, select, configure, and operate one or more sensors and payloads. The UTC shall be capable of communicating with other UTC ™s through a wireless RF network. The UTC shall be a wholly self-contained unit that can be worn and operated by a single Warfighter while foot mobile. The UTC shall not weight over 10 pounds. The UTC shall operate for at least 2 hours before having to replace or recharge its organic power source. The UTC shall communicate to platforms, sensors and payloads through a RF communications module via a Government defined physical interface. STANAG 4586 Multi-Domain and JUAS AS-4 standards shall be objective interface standards. Sources capable of providing the required UTC system, in whole, are invited to submit a response to this notice. Responses should be limited to no more than 7 pages. Sources should identify and submit a copy of their GSA schedule (if applicable) and should also include literature, brochures, imagery, video, and capabilities summaries that directly address their ability to meet the aforementioned needs. Sources should also include an estimate of delivery of first systems from day of potential procurement or contract award. All responses should be unclassified. Information and materials submitted in response to this request will NOT be returned. If responses contain proprietary data, it shall be marked appropriately. It is the respondent ™s responsibility to clearly define to the Government what is considered proprietary data. Information will be treated as Business Sensitive and will not be shared outside Government activities and agencies without permission of the provider. All information shall be provided free of charge to the Government. Eligible partners who may respond to this synopsis include companies, public and private foundations, non-profit organizations (including universities) and state or local government organizations. NSWCDD requests your responses by close of business 17 June 2013. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWCDD strategic planning.
