Can you please provide examples for requirement: Would these be system generated action items, i.e. flags, due to an out of compliance found on a vendor? Or when new requests come in? Or another option? A12. System generated action items for companies without assessments, to resolve out of compliance assessments and other possibly dependencies as a business process. Q13. Please confirm that the end users will provide all the risk analysis rules and risk mitigation plans and the logic for selecting the appropriate risk mitigation plan. A13. The Government confirms. Q14. Number of vendor and products? A14. There is not a finite number of vendors and products. Q15. In Item 2, Description of Services, it is stated that the "The database will allow requisitioners to input detailed information regarding a specific procurement; based on this information, the database will then identify potential risks and mitigation approaches". Will the identification of potential risks and the mitigation approaches be an automatic process or will it be a manual process. A15. Automatic process. Q16. If it is automatic then we have the following questions Question: Number of rules of risk evaluation. Are these rules one step or multi step? Answer: Multi step. Rough Order of Magnitude is 30 - 50. Question: Number of rules for selecting the risk mitigation plan. Are these rules one step or multi step? Answer: Multi step. Rough Order of Magnitude is 30 - 50. Question: Number of risk mitigation plans. Are these static set or will the Analysts continue to add/edit these? Answer: Government users will add/edit. Rough Order of Magnitude is 30 - 50. Question: Will the rules be static or dynamic in terms of new rules and editing/updating old rules? If the system has to allow the user to add/edit new/old rules then we need a rules editor capability AND some kind of an expert system technology to process the rules. Answer: Dynamic. Q17. If it is going to be a manual process then we have the following questions Question: Please explain the process of identification of potential risks for a specific procurement. Question: Please explain the process of identifying the best risk mitigation approaches for the same procurement. Answer: Not applicable. Q18. Item 6.1.4.5 - How many preformatted reports are there? A18. Rough Order of Magnitude is 30 - 50. Q19. Item 6.1.4.5 in terms of your requirements for "customizable reports". Are you looking for a report designer built in? A19. The Government seeks a standard database tool for reporting, i.e., one that allows reports to be generated by selecting data items. Q20. Item 6.1.3 - Please clarify which records will be added at the rate of 500/month. A20. Acquisitions/procurements/similar items. Q21. Item 6.1.4.7 - Tracking action items for SCRM Analysts. Please explain the scope of this feature. Answer: The purpose is to identify actions that need to be taken by the SCRM analysts. Question: Should there be a calendaring function to allow the analyst to set up the schedule? Answer: No. Question: Should there be a alerting/notification capability? Answer: Tracking / notifications should be within the system. Question: What happens if the analyst does not respond to the alert? Should there be a backup person? Answer: Tracking / notifications should be within the system. Q22. Is there a preferred development platform (Windows/.Net OR Java/J2EE)? A22. No preference. Q23. Preferred database platform (MS SQL Server versus Oracle)? A23. No preference. Q24. Should the application support Apple's IOS and/or Google Android devices? A24. No. Q25. You are asking for a firm fixed price. But because the design specs are not fully identified nor finalized, so will there be room to update the price once the requirements are finalized? Alternatively can we provide a price range? A25. This is a Request for Information, not a quoted or proposed price. Submitted prices are used for market research purposes. Q26. Is the required risk mitigation for the development of the software platform or is risk mitigation required for the data imputed into the platform? A26. Risk mitigation is performed by analysts based on risks identified through the database functions. Q27. Are there any OCI constraints? A27. This is a RFI and used for market research purposes. Q28. Will there be an O&M requirement for the database? A28. Yes but that is not part of this RFI. Q29. What is the location of the government facility where the integration work will occur? A29. Washington, DC metropolitan area. Q30. Will the government require analytical support for mitigation activities? A30. Not part of this RFI. Q31. Does the Government anticipate releasing a Draft RFP for this procurement? If so, is there an anticipated date of release? A31. This is a RFI and used for market research purposes. Q32. Will there be an Industry Day for this procurement? A32. This is a RFI and used for market research purposes. Q33. What is the anticipated timeline for the release of the Final RFP? A33. This is a RFI and used for market research purposes. Q34. We will be hand delivering our RFI response and would like to know if there are any special instructions that we need to know about. A34. Please follow the instructions and do not hand deliver. Submittal of your quote will be in two parts: one electronic by email and the other of hard copy. Hard copy submittal is by postal mail to the address specified. Q35. Under the Introduction section, it's mentioned that this notice does not constitute a request for a quote or proposal, however, under section 7, this notice does request a firm fixed price for the database as well as other pricing for different scenarios, add-ons, etc. Given the unusual request for pricing within an RFI, can you please clarify how the pricing received will be used and any caveats a responder might use with its submission (i.e. may we call it a ROM or estimate, etc., or will we be bound by the pricing provided)? A35. This is a Request for Information, not a quoted or proposed price. Submitted prices are used for market research purposes. Q36. We would like to know if the Government requires a CD with our hardcopy delivery. A36. Submittal of your quote will be in two parts: one electronic by email and the other of hard copy. Please do not submit a CD. For hard copy, use paper; for electronic, use an electronic file sent by email.
