- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with Networks inMocean (NiM), Inc. to provide systems engineering, technical and operational analysis to further develop Automated Digital Network System (ADNS) capabilities including interfacing with US Naval submarine forces. This effort requires the contractor to provide Information Systems and Network Technology (IS&NT) engineering services to the ADNS program. These technical/engineering services are to investigate requirements, concepts, technologies, designs and engineering approaches for ADNS. NUWCDINVPT Code 34, Automated Digital Network System (ADNS) is currently receiving these services under SPAWAR contract # N66001-11-D-0017, which ends on 6 June 2013. In order to preclude any work stoppages and severe impacts to the work performed for the ADNS program, award to Networks InMocean is required as the only known source that can perform this work immediately without severe impacts to ongoing work and the Fleet. The Government is in the process of putting together a follow-on contract and this Sole Source action is just to provide coverage until the follow-on contract can be awarded. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q1957, which is expected to be on or about 29 May 2013.
