Description
Capability Statement Instructions Draft Performance Work Statement President Obama has set two ambitious goals: that all adult Americans pursue at least one year of higher education or career training, and that America regain its role as the world leader in college completion. The Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) discretionary grant program is designed to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. GEAR UP provides six-year grants to states and partnerships to provide services at high-poverty middle and high schools. State and partnership applicants may also apply for seven years of funding to enable them to provide services to a student through the student's first year of attendance at an institution of higher education. GEAR UP services include: (1) Providing information regarding financial aid for postsecondary education to participating students in the cohort; (2) Encouraging student enrollment in rigorous and challenging curricula and coursework; and (3) Improving the number of participating students who obtain a secondary school diploma and complete applications for, and enroll in, a program of postsecondary education. GEAR UP funds are also used to provide college scholarships to low-income students. The purpose of this contract is to develop and deliver: • Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) data framework: This data framework shall provide data definitions and protocols for GEAR UP grantees. The data framework shall provide consistent and uniform data definitions for GEAR UP services and outcome measures comparable across projects and states. GEAR UP restricted-use data files: These files shall provide accurate and consistent data on at least 50,000 GEAR UP students representing at least 12 GEAR UP state grantees. In addition, the data files shall include appropriate outcome data on non-GEAR UP comparison students. The files shall allow approved researchers (with appropriate licenses to address privacy concerns) to perform analyses, such as rigorous evaluations, in order to better understand GEAR UP implementation and effectiveness. The restricted-use data files shall contain grantee implementation data consistent with the data framework and academic progress indicator data including data on high school achievement and completion, achievement on standardized assessments comparable across states, and postsecondary application, enrollment, persistence, and completion. Compiled data shall allow researchers to address study questions such as: o What are the relationships of specific GEAR UP activities relative to key academic progress indicators? o What is the relationship of GEAR UP students' academic progress relative to non-GEAR UP students of similar demographic characteristics? Interested parties are hereby requested to submit capability statements. Statements shall comply with the attached instructions and be submitted electronically to Sara.Steinberger@ed.gov with a cc to Alice.Mihill@ed.gov no later than 2:00 p.m. ET on May 28, 2013. In addition, interested parties are requested to provide comments on the draft Performance Work Statement and identify any competition barriers.
