- Mission and Installation Contracting Command-Fort McCoy intend to award a contract for Training Bio-Medical Technicians to operate and maintain currently utilized equipment. The equipment includes: BV Pulsera, TH Bucky and Compano X-Ray Equipment. In accordance with (IAW) the contract will be a sole source in authority with FAR Part 13.501(a)(1)(ii)-(iii)-Sole Source to Philips Healthcare, 22100 Bothell Everett Highway, Bothell, Washington, 98041. This action is being procured IAW FAR part 13, Simplified Acquisition Procedures (SAP). The proprietary training can only be provided from the original source as this is Original equipment manufacturer biomedical maintainer training that is required to have access to biomedical diagnostic and service materials required to maintain the highly specialized X-Ray equipment. The requested vendor is the only contractor authorized to provide training and certification for the X-ray proprietary biomedical maintainer course. Without the approved training from Philips Healthcare the RTS Medical biomedical technicians will not have the authority to request parts or repair equipment assigned to the RTS Medical Facility or its supported Reserve component Units. The biomedical technicians will not have access to service manuals, software or critical updates that are only provided to certified technicians. The proprietary licensing have been evaluated by U.S. Army Medical Materiel Agency (USAMMA), whom has done the research and determination for what medical equipment is required to support Combat Support Hospitals within the Army. The equipment is part of theater specific requirements and X-ray Unit Assemblage assigned to the RTS Medical as part of a Table of Distribution Allowances (TDA). Without the requested training the Bio Medical technicians will not will not have the authority to request parts or repair equipment assigned to the RTS Medical Facility or its supported Reserve component Units. The biomedical technicians will not have access to service manuals, software or critical updates that are only provided to certified technicians. Mission failure will most likely happen due to the inability to operate such equipment. ***Location of Training: Fort McCoy, WI Interested parties may submit a capabilities statement, proposal, or quotation which shall be considered by the Government to identified point of contact no later than 28 May 2013-0800 AM CST. Such capabilities will be evaluated solely on whether or not to compete the proposed effort on a full and open competition basis based upon responses from this notice, it is solely within the discretion of the Government to make this determination. No RFQ will be issued based upon this Notice of Intent. Oral Communication is not acceptable to this responses notice. Submit the aforementioned document to laurie.a.ehlinger.civ@mail.mil.
