- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with General Dynamics Information Technology (GDIT), Inc to provide technical services to repair and refurbish the OE-538/OE-592 Multifunction Antenna Systems. This shall include receipt inspection and testing. The current contractor that performs repairs, training, and manages the facility is General Dynamics IT Division. (GDIT). In order for the Navy to have a supply of Ready-For-Install (RFI) Multifunctional Antenna Systems, including OE-538/BRC and OE-592/BRC antennas and all units within those systems, it is essential that the repairs of these antennas and other units of the system continue at the current pace at the RMA Depot activity GDIT is the only Contractor that currently has the experience and factory trained knowledge to execute the repair and training efforts for the RMA Depot at their current level of operations. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q1988, which is expected to be on or about 29 May 2013.
