Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-13-B-0242 for Project No. 542-07-103,'Upgrade Fire Alarm System'. The Work includes, but is not limited to, the following: All necessary work for complete and functional systems in accordance with the Department of Veterans Affairs (DVA) requirements, industry standards and all applicable code requirements. All fire alarm system functions shall be maintained throughout the entire construction and change-over process. Contractor shall provide a fire alarm control panel and software arrangement which permits multiple, separate companies, within 250 miles of the facility, to independently and competitively provide parts and services for future system modifications. Future system modifications to include but not limited to: routine inspections, testing, and maintenance service, additions, deletions, and relocations of field devices, or changes to system operation. The contractor must coordinate his work schedule with the Contract Officer's Representative (COR). The work shall be completed within 240 calendar days from the Notice to Proceed. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about May 28, 2013. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Bidders mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on Monday, June 6, 2013, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than June 18, 2013, at 1pm. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the magnitude of this procurement is between $2,000,000 and $5,000,000 and NAICS Code 238210 with a small business size standard of $14.0 million. Bid Opening Date is scheduled for Thursday, June 27, 2013, at 10am EST. After the formal bid opening, 'award will be made to the responsive, responsible bidder whose bid, in conformance with this solicitation, results in the lowest price as deemed fair and equitable to the Government.' All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov. MUST meet the CVE VOSB verification requirements per www.vetbiz.gov, MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements. For VOSB CVE verification guidelines, you may refer to http://vip.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov.
