Sources Sought: This is a Sources Sought Notice. The Bureau of Reclamation (Reclamation), Acquisition Operation Group, Denver, CO, is requesting information on potential commercial services to provide support to Reclamation with its Assessment and Authorization (A&A) activities for multiple Physical Access Control System (PACS). PACS deployments support the physical protection of selected Federal facilities operated and maintained by Reclamation. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Background: Reclamation's ability to protect its National Critical Infrastructure (NCI) facilities is critical to the national security, public health and safety, and the economic vitality of the United States. Therefore, security and information protection efforts must support and enhance our ability to lower vulnerability, deter threats, and minimize the consequences of terrorist attacks and other incidents. In support of the Department of Homeland Security's National Infrastructure Protection Plan (NIPP) and Federal Energy Regulatory Commission (FERC) power reliability standards, Reclamation has developed an integrated and coordinated approach to ensure that resources are employed in the most effective manner in order to meet security, law enforcement, and emergency management goals. This effort is ongoing as needs and priorities change based on threat and new compliance requirements. The approach continues to consist of a multi-disciplined initiative to integrate physical, emergency management, Continuity of Operations (COOP), cyber, and human considerations to mitigate overall risk associated with Reclamation's assets and facilities. Reclamation is required to secure its security and information systems in accordance with Federal law and statute. Reclamation understands the importance of security to Federal information systems, and expects its Physical Access Control System (PACS) deployments to meet information system security requirements established by the Federal Information Security Management Act (FISMA), the National Institute of Standards and Technologies (NIST), the North American Electric Reliability Corporation (NERC), the United States Department of the Interior (DOI), and Reclamation. Reclamation is seeking a specific skill set to support A&A related tasks. The contractor shall be required to have: 1.At least three years of specialized experience working with Federal information security requirements, specifically A&A, including in-depth knowledge of FISMA.requirements, and published guidance issued by NIST and OMB. Experience working within the Department of the Interior is preferred. 2.In depth knowledge of NERC CIP requirements. 3.Certification in at least one industry-recognized information security program (e.g., GIAC, CISSP). 4.Experience working with physical security and surveillance systems. Experience working with Lenel, AMAG, and Software House is preferred. 5.Experience working with Cyber Security and Assessment Management (CSAM). Experience working with CSAM v3 is preferred. 6.In-depth knowledge of Windows server and workstation operating systems with at least 3 years of Windows and network administrative experience - to include Server 2003, Server 2008, Windows XP, Windows 7, Active Directory and Cisco. Experience working with and administering Unix/Linux operating systems is preferred. 7.Strong programming skills with the ability to write scripts using scripting languages supported by the Windows operating system, to include Visual Basic, Windows Management Instrumentation (WMI), and Windows commands. 8.Experience administering relational databases. 9.Experience with vulnerability scanners, antivirus software, and intrusion detection and prevention software. Experience with Nessus Vulnerability Scanner and Symantec Endpoint Protection preferred. 10.Experience with the Microsoft Office Suite of applications, notably Word, Excel, Power Point, and Project in order to support reporting, task management, and related project activities. 11.Excellent oral and written communications skills. 12.A current SECRET National Security Clearance. This procurement will be awarded using FAR Part 13 Simplified Acquisition Procedures, in conjunction with FAR Part 12, Acquisition of Commercial Items, with an intended period of performance of a base 12 month period and four 12 month options. Anticipated award date is 9/1/2013. NAICS code 561621 with a Small Business Size Standard of $19 million. Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms; (2) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small Business firms; (4) Small Businesses (5) Large Business. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a DUNS number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually. This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for future acquisition planning if the information submitted indicates a strong commercial capability exists for Reclamation's intended applications or for research and development efforts with qualified industry representative(s) to develop and commercialize the capacity sought. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for propriety information not properly identified. Propriety information will be safeguarded in accordance with the applicable Government regulations. Response to this sources sought will not be returned. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
