Description
Combined Synopsis/Solicitation Solicitation Number: F1S0AX3102B005 Contract Number: FA9302-13-C-0006 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 and DFARs Change Notice (DCN) 20130419. The NAICS is 334515 with a small business size standard of 500 employees. This solicitation is for commercial purchase of BRAND NAME OR EQUAL items. The Air Force Test Center (AFTC) at Edwards AFB, CA is seeking potential sources capable of providing the following BRAND NAME OR EQUAL requirement: Contract Line Item Number (CLIN): 0001 Description: Ultra wide band frequency synthesizer Quantity: 2 REQUIREMENTS: FEI-Elcom Tech P/N UFS-1039 or EQUAL Frequency Range: 0.1-18 GHz Frequency Resolution: 1 Hz Output VSWR: < 2.5:1 Output Power: +10dBm Output power flatness: ≤ ± 1 dB from 15°C to 40°C, ≤ ± 2 dB for rest of temperature range Stability: 1 ppm per year, and RF will be stable after 1 hour warm up Switching Speed: 250 ns Spurious Noise: -100 dBc is preferable. If this is not possible, -65 dBc is acceptable Harmonics: ≤-50dBc Temp Range: 0-50 deg. C Input Power: 120 VAC and 208V (not at the same time) single phase VAC (across 2 legs of a 208 3-phase circuit) Frequency Modulation: FM chirp capable. The frequency shift when changed from CW to FM mode will be ≤ ±2.5MHz FM Deviation: ≥ ±250MHz (500MHz P-P) FM Chirp Rate: ≥ 700 (MHz/usec) Incidental FM: The incidental FM shall not exceed 20KHz measured into a 10KHz BW. Other FM requirements: Ability to switch the synthesizer between FM mode and CW mode in ≤900nsec IF signal: IF signal will be 3GHz at +6dBm. IF signal loop: Synthesizer will allow user to loop IF back into the unit, or induce an external phase/amplitude modulation on IF signal before routing it back into the unit. The unit will reproduce this IF modulation at RF output frequencies without compressing the IF signal by more than ±1.5dB IF modulation: The modulation BW should be ≤ ±50MHz. Phase reference: 10 MHz Phase Lock with 10 MHz reference on the rear panel. Phase Modulation: PM deviation: ±180º PM BW: 6MHZ PM Rate: up to 40MHz Phase Coherency: 1 Hz resolution Front Panel Control Rack Mounting: 19'' wide, 30'' deep with front handles. RFI/EMI shielded enclosure Digital requirements Control Line: The control of the unit will be done via a parallel BCD digital control interface with active high inputs with the following BCD interface GPIB interface: GPIB interface will be implemented according to IEEE-488 specification GPIB commands: Unit shall include at least the following GPIB commands FR [freq] Outputs the selected frequency, disabling BCD mode GZ GHz (default) MZ MHz KZ kHz Hz Hz Recognized modifiers are a decimal point FR? Queries the operating frequency regardless of mode. While the unit is in operating mode, the unit will not produce an output frequency until commanded to do so. As a result, the FR? Query will report an arbitrary operating frequency until a valid one has been defined. CW/CW? Same as FR/FR? BCD ON/OFF Enable or disable the BCD interface connector. Setting a frequency with the FR command disables the BCD interface. FMDC Enables DC coupled external FM FMAC Enables AC coupled external FM FMCW Disables external FM and returns to CW operation FM? Queries FM status Standard one year warranty should be included Delivery: 14 WARO Place of delivery and acceptance is FOB Destination, Edwards AFB, CA 93524.
