Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 423830--Industrial Machinery and Equipment (except electrical) Merchant Wholesalers. The small business size standard for NAICS Code 423830 is 100 employees. The proposed requirement is for the Service of the Aquafine Ultra-Violet (UV) Light System installed on Hoover Dam's A1 generator cooling water supply. Service will include parts and provide on-site factory technical support for the Aquafine UV system at Hoover, used to prevent the settlement of bio-fouling quagga mussels in the cooling water system. Other UV parts are not interchangeable for this piece of equipment. The UV light system is used for quagga mussel control as a prevention barrier. UV light damages the quagga mussel DNA and the mussel no longer wants to settle in the cooling water system. Without settlement the blockage caused by bio-fouling does not occur and the generator does not overheat. Parts needed for service of UV system: four (4) Lamps, six (6) Quartz Sleeves, four (4) Wiper Canister Maintenance, and one (1) UV Sensor Maintenance. Aquafine UV light system is used at Hoover Dam by the research team conducting quagga mussel control studies. The anticipated award date will be Friday, May 31, 2013. The capability statement shall address the requirement listed above, demonstrate the company's capability to provide the service and parts listed above and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc.), and point of contact, to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether an 8(a) or HubZone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
