- PURCHASE ANNOUNCEMENT United States Department of Agriculture Agricultural Marketing Service DATE: May 7, 2013 USDA ANNOUNCES PURCHASE PROGRAM FOR FROZEN CATFISH: The U.S. Department of Agriculture's Agricultural Marketing Service (AMS) today announced plans to purchase up to $10 million in frozen catfish for Federal food nutrition assistance programs, including charitable institutions. This purchase will aid American catfish producers with surplus removal by diverting catfish products from the normal channels of trade and commerce, while encouraging continued domestic consumption. Offers will be invited pursuant to the AMS Master Solicitation for Commodity Procurements dated April 2013 for frozen catfish. Please review Supplement 506 to the Master Solicitation, dated July 2011, Amendment 1 dated August 2012, and Amendment 2 dated April 2013 for further description. A Solicitation will be issued in the near future. Offers to sell must be received no later than the date specified on the Solicitation. All offers must be submitted through the Web-Based Supply Chain Management (WBSCM) website at http://www.usda.gov/wps/portal/usda/usdahome?navid=WBSCM. Offers submitted by any means other than WBSCM will be considered nonresponsive. Offerors are urged to carefully read all applicable terms and conditions of the AMS Master Solicitation for Commodity Procurements dated April 2013, the Qualification Requirements for Prospective Contractors Selling Commodities to USDA dated September 2012; Supplement 506 dated July 2011, as amended, and the applicable Solicitation.
