C-27J Sources Sought Solicitation Description 1. This announcement constitutes a Sources Sought Synopsis (SSS) survey. No solicitation exists at this time. The government will not reimburse participants for any information or expenses associated with their participation in this survey; nor does participation in this survey ensure participation in future solicitations or contract awards. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. 2. The Air Force Life-Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to manufacture and deliver C-27J aircraft. Responses to this survey will be used to influence the program's acquisition strategy. Responses should include sufficient detail to enable the government to adequately assess your interest and capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). 3. The Mobility Directorate (AFLCMC/WL) is contemplating procurement of C-27J aircraft, in accordance with Congressional language that states "The secretary of the Air Force shall obligate and expend funds previously appropriated for the procurement of C-27J Spartan aircraft for the purposes for which such funds were originally appropriated." A complete re-procurement data package is not available. The National American Industry Classification System (NAICS) code for this procurement action is 336411. Please indicate the number of employees relative to the size standard of 1,000 for this category and a determination of small business status. Responses shall include their assigned DUNS number and their Commercial and Government Entity (CAGE) code. Firms must: (1) possess or demonstrate the ability to provide program management, manufacturing capabilities, engineering, financial, contracting, and quality assurance personnel required to fulfill C-27J aircraft requirements; (2) possess or demonstrate the ability to provide the material, engineering, factory and flight test equipment, and physical facilities required to fulfill C-27J aircraft requirements; (3) be a responsible contractor with demonstrated aircraft systems responsibility; (4) be capable of delivering C-27J aircraft starting in CY16; and (5) include in their response to this synopsis evidence of these capabilities. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. This is a market research tool to determine the availability and adequacy of potential sources. Firms responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business concern, and or a minority institution, and should also indicate if the firm is foreign-owned. 4. Responses to this Synopsis are requested not later than 31 May 2013. Do not submit classified data. It is desirable, but not required, that responses be submitted on CD-ROM in an electronic format compatible with Microsoft Windows/Office with no macros. If the CD contains proprietary/competition sensitive material, the CD and the cover label should be marked ‟Proprietary/Competition Sensitive Material". Paper copies must be clearly labeled ‟Proprietary/Competition Sensitive Material". Proprietary/competition sensitive material will be protected from disclosure. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The appropriate Ombudsman is Jill Willingham, AFLCMC/AQP, WPAFB, OH. 6. Any information submitted by respondents to this synopsis is strictly voluntary. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will not pay for any information submitted by respondents to the request. The Government reserves the right to contact the submitting parties as required, for further clarification on material provided. The Government will evaluate the information provided, include it in our document with our market research, and use it as needed during RFP development. In addition, the Government will use its evaluation of the information and other research to determine which sources appear qualified to perform the work required by the Government. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
