Description
NOTICE OF CONTRACT ACTION (NOCA) Posted 10 May 2013 This announcement constitutes a notice to all potential offerors that on or about 31 May 2013, the Integrated Strategic Planning and Analysis Network (ISPAN) Program Office anticipates the release of a Request for Proposal (RFP) for the sustainment/enhancement of the Global Adaptive Planning Collaborative Information Environment (GAP CIE) software application. The solicitation number is FA8707-12-R-0014. The Government anticipates awarding a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a contract ceiling of $98M. The IDIQ will have a five year ordering period. Potential Offerors will have 30 days from the date of the RFP to respond with their proposal. Interested parties desiring to do business with the Air Force must register in the System for Award Management (SAM), https://www.sam.gov/portal/public/SAM/. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Interested parties should ensure any potential Organizational Conflicts of Interest have been, or are in the process of being mitigated. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. Potential Offerors are reminded that only the Contracting Officer is legally authorized to commit the Government. Once the RFP for the GAP CIE effort is posted, all correspondence concerning this effort shall be with the Contracting Officer only. Original Posting: Nov 20, 2012 The Global Adaptive Planning Collaborative Information Environment (GAP CIE) is a web-based, collaborative Joint Operation Planning (JOP) tool that supports distributed participants in multiple security enclaves (primarily SIPRNET and JWICS at present). GAP CIE is comprised of two functional components supported by commercial off-the-shelf (COTS) software products: the GAP CIE planning environment, and the Global Situational Awareness Tool (GSAT). GSAT provides situational awareness of global events in a sharable, user-defined operational picture for viewing geospatial, temporal, relational, and COA planning data. GSAT allows a look at a battlespace and permits the visualization of real data from authoritative systems of record and other approved sources. The GAP CIE portion provides Deliberate Planning, Crisis Action Planning, and Decision Support tools. Both allow subject matter experts to share situational awareness and collaboratively build integrated, macro COAs. The system automates the construction of orders, messages, and status and decision briefs, freeing planners from format management and focusing their efforts on plan and information quality. The purpose of the GAP CIE Sustainment Program is to provide sustainment, enhancement, and modification deliveries to fielded Integrated Strategic Planning and Analysis Network (ISPAN) GAP CIE Block 1 and Increment 2 capabilities.
