Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition in support of Bay Pines Veterans Affairs Health Care System (BPVAHCS). The TAC intends to award a firm-fixed price contract with a period of performance inclusive of a 12 month base period with three 12 month option periods for brand name NEC Corporation (NEC) Voice System (VS) maintenance and follow-on services for BPVAHCS. The contract shall also include an optional task for installation services of VA scheduled and approved VS expansions located within the BPVAHCS. In order to meet this need, the Offeror shall be an NEC authorized associate for NEC Private Branch Exchange (PBX) maintenance and follow-on services. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." In addition, this proposed action will be set-aside among Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) pursuant to 38 U.S.C. § 8127(d), known as the Veterans First Contracting Program. The BPVAHCS VS encompasses all VS servers, common equipment, peripheral equipment, and complete cable (copper and fiber) distribution systems necessary to maintain all telephone and data systems utilized. The Contractor shall provide maintenance services for existing NEC VS's to include all hardware/software ports, and related VS components such as common equipment, stations, trunks, and cards. Additionally, the scope of this acquisition includes "follow-on services." These follow-on services will accommodate increased demand or growth including Moves, Adds, and Changes and to include system/equipment relocation, upgrades, and sustainment of other BPVAHCS owned NEC Communications Systems such as Voice over Internet Protocol, wireless and video teleconferencing systems, as well as to include the efforts required of the Contractor to sustain all NEC communication infrastructure (voice and data), including copper and fiber cable/connections and additional cable requirements. If the option periods are exercised, the contractor will continue to provide NEC VS maintenance services for BPVAHCS. If the optional task is exercised, the Contractor shall provide installation and testing for VA scheduled and approved VS expansions located within BPVAHCS. After installation is complete, the Contractor shall provide maintenance and follow-on services for the equipment. The North American Industrial Classification (NAICS) for this effort is 517919. The estimated date of award for this action is May 31, 2013. See attached Performance Work Statement for additional information and anticipated requirements. This solicitation shall close on Friday, May 20, 2013 at 12pm EST.
