- Question: Would there be a Site Visit? Answer : There are NO provisions for a Site Visit. Question : Solicitation states that we could be used for a minimum of 384 hours and a maximum of 1920 hours. Do you all have an anticipated schedule for exercises to give us a better idea of our utilization? Answer : Currently, we do not have the training schedule. We are asking to price the minimum hours of 384 and the maximum hours of 1920. Question : Sections 2.3 and 3.1 (page 8 of 37) SECTIONS 2.3 and 3.1 (page 8 of 37): The contractor will provide upon request the Patient Care Report but to satisfy HIPAA requirements would need a signed document from the ATF that states the request is made in conjunction with an ATF investigation. Would this present an issue? In the past, the only Patient Care Reports requested by any governmental agency are related to an investigation so this requirement has not presented undue problems. We are not able to release patient records to parties other than the patient unless the records are requested as a means to provide care for the patient or to investigate the circumstances that lead to the patient’s transport. Would the ATF be able to provide documentation that would support either of these reasons? Answer : ATF would provide documentation that would support the need for acquiring records. Question: SECTION 8.2 and the BACKGROUND INVESTIGATION REQUIREMENTS SECTIONS (pages 9 through 12 of 37): We are fall under the escorted parameters (rather than needing unescorted access) which would preclude them from needing to be screened by the ATF Security Operations. A s part of our employment process, verify U.S. residency and country of origin of our employees. A background check is also performed. Please clarify our understanding so that we may know if our assumptions are correct regarding what security screening will be required. The majority of our medical staff would be qualified to serve in the role of standing by. How would a contractor supply a list of those to the ATF for the investigations? Answer : A contractor would fall under the escorted parameters, so the background investigation requirements do not apply. Question: KEY PERSONNEL SECTION (page 18 of 37): Working under the assumption that special security clearances will not be required since the staff members will not require unescorted access, is also assuming there is not a requirement for there so be assigned key personnel positions. Please clarify our understanding of this point so that we may know if our assumption is correct. Would a list of key personnel be the list of people that are checked out via an ATF police check that would end up on the list (assuming they are properly licensed to fulfill the Statement of Work, which we would insure that they were)? Answer: I am not sure ATF needs a list of key personnel. Question : SCHEDULE OF SUPPLIES/SERVICES (pages 4 and 5 of 37): The standard stand-by has been a staffed unit which consists of a paramedic, EMT, and an ambulance. We are seeking clarification from the outline presented here if this was still the type of service requested. The hours listed are out of sync among the components. Answer: The hours presented are not out of sync, they are simply a minimum of hours that an EMT, Paramedic and Ambulance are scheduled, per training schedule. The Maximum hours provided is the most that an EMT, Paramedic and Ambulance are scheduled, per training schedule. This is standard practice for all Service Contracts within the Federal Government for Labor Hour Contracts. Question: 2.2 (page 8 of 37): In the event there is a last minute request is it possible charge a sur-charge of any type would apply Answer: There would be no sur-charge
