- Department of Homeland Security/FEMA Intent to Sole Source Requirement The Department of Homeland Security/FEMA, U.S. Fire Administration, intends to negotiate on a sole source basis (IAW FAR 6.302) with the National Fallen Firefighters Memorial Foundation, PO Drawer 498, Emmitsburg, MD 21727 as the only responsible source that can provide the services to identify those members of the fire service who suffer fatal fatalities while on-duty, and to identify the circumstances and related factors that resulted in those fatalities and to publish the official Firefighter Fatalities in the United States report each year. The Department of Homeland Security's U. S. Fire Administration has worked on a multi-year cooperative basis with the National Fallen Firefighters Foundation (NFFF) to host the National Fallen Firefighters Memorial (NFFM) Weekend on the campus of the National Emergency Training Center (NETC); a focus of which is the addition of names of firefighters having met the criterion for inclusion on the NFFM. Moreover, a primary activity conducted by NFFF throughout each year in accomplishing their mission is the identification and reporting of all on-duty firefighter fatalities in the USA. This information is used to identify those names to be placed on the NFFM each year; this same information serves a public purpose and is part of USFA's mission of documenting the circumstances surrounding the loss of firefighters each year so that such tragedies might be prevented. This information is often incorporated into National Fire Academy training and is also used by in-house USFA staff to complete its annual report, Firefighter Fatalities in the USA. The same information is used by USFA staff to maintain USFA's National Fallen Firefighters Memorial Database. No organization in the USA serves this unique role other than the NFFF. Given their extensive state and local fire service contacts and knowledge, the NFFF is the USA's preeminent organization whose sole focus is that of firefighter fatalities, their aftermath, and prevention. The NFFFs expertise, mechanisms and resources to perform the outreach necessary to perform this project are considerable; including, first contact teams of firefighters and fire chiefs across the country to help fire departments when they experience a firefighter fatality and to gather required information to verify circumstances surrounding these tragic incidents. The NFFF is uniquely suited to allow a unified and streamlined mechanism to produce, protect, and utilize the firefighter fatality information described above, much of which is of a sensitive nature. The effort will accomplish a public purpose more effectively, without duplicative effort, and at an overall cost savings to the United States Government. The required services are being procured using simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 with a Small Business Size Standard of $7.0 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification will be considered by the Government. A determination by the Government not to compete the requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is the National Fallen Firefighters Memorial Foundation.
