Description
Bill of Material Redacted J&A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal acquisition Circular 2005-55, 03 Jan 2012 and Defense Federal Acquisition Regulation Supplement DPN 20111220. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.204-10 and Department of Defense FAR Supplement (DFARS) 252.204-7004-Alternate A, 252.211-7003, 252.212-7001, and 252.227-7013. This BRAND NAME acquisition is for Red Hat Linux operating system software. Please see the attached Bill of Materials (BOM) for a description of the requirement with specifications. There are a total of 3 line items in the BOM. For the ease of reviewing all quotes, Please keep all item numbers in the same numerical order as the BOM when submitting a quote. The Air Force requires that respondents propose OPEN MARKET pricing only. The Offerer must be a Red Hat Linux operating system authorized servicer. See the attached Brand Name Justification and Approval for Other Than Full and Open Competition. Please note the following: NAICS code: 511210 Size standard: $25M. FOB point: destination Period of Performance: As indicated on Bill of Material All information regarding this acquisition will be posted on the World Wide Web at htt://www.fbo.gov. Requirements, as segregated in the BOM, will be supported at the following destination: AFRL/RCB Attn: Allan Winn 2130 8th street, Building 045, Room 63B Wright-Patterson air Force Base, OH 45433-7130 All items must be priced in order to be considered a complete, responsive quote. All computer equipment must be TAA compliant. The government will select the lowest priced technically acceptable quote. Contractor must be registered in Central Contractor Registration (CCR) prior to award. Quotes are due no later than 03:00 p.m. (EST) May 13, 2013 2013 to the buyer listed below. (a) Ms. Jill Willingham, AFLCMC/AQP, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
