Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. QUESTIONS: 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Maisie Meade, Contract Specialist, with copy to Jo-Lynn Davis, Contracting Officer. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. NAICS and SET ASIDE INFORMATION: The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is a 100% small business set-aside. REQUIREMENT: The National Institute of Standards and Technology requires eight (8) Heavy Duty, High Rigidity Metrology Instrument Pedestals (hereafter referred to as "the Pedestals") for mounting indoor GPS (iGPS) transmitters (hereafter referred to as "the Transmitters") in a laboratory setting. Pictures and overall dimensions of the transmitters are shown in the attached documentation. BRAND NAME OR EQUAL: Line item 0002 BRAND NAME or EQUAL requirements. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency's needs. ALL INTERESTED VENDORS SHALL PROVIDE A QUOTE FOR THE FOLLOWING: LINE ITEM 0001: Quantity Eight (8) Metrology-Grade instrument Pedestals, with the following salient characteristics: a. The total height of the Pedestal must be fixed at 10 ft (± 3/8 in) (see Figure 3). b. The main vertical portion of the Pedestal must be a steel tube (hollow cylinder) with a nominal pipe size (NPS) of 6 in and a moment of inertia of 21.3 in4 or greater. c. The Pedestal must sit on a circular (or square) steel bottom plate with a thickness of 1 in (±1/8 in) and a diameter (or side length, if square plate is used) of 20 in (±1/8 in) (see Figure 3 and Figure 4). d. The Pedestal tube must be centered on and continuously welded to the top surface of the bottom plate. e. The Pedestal must have four (4) steel stiffeners welded to the bottom plate and the main tube (see Figure 3 and Figure 4). The stiffeners must have a thickness equal to or greater than 3/8 in (±1/16 in). The stiffeners must be at least 10 in tall (measured from the top of the bottom plate) and should extend out to the outside edges of the bottom plate, but may be up to 1 in away from the edges. f. The bottom plate must have the following bolt-hole pattern in locations as shown in Figure 4: i. Two (2) 1.5 in diameter through holes (1/16 in to 1/4 in oversized) and 13 in on center (±0.01 in) equally spaced around the center of the bottom plate. ii. Four (4) 5/8 in x 11 UNC-2B threaded through holes equally spaced around a circle with a radius of 9.125 in (±1/16 in) centered at the center of the bottom plate. Two (2) of these threaded holes must be aligned with the two (2) 1.5 in diameter through holes described above (and as shown in Figure 4). g. The Pedestal's main tube, bottom plate and stiffeners must be made of carbon steel with a yield strength of 36 ksi or greater. h. The Pedestal's main tube, bottom plate, and stiffeners must have a durable (e.g., primer and multiple coats of paint per industry standards) machine grey (or black) matt (or semi-gloss) finish. i. The top of the Pedestal's main tube must provide a standard 3 ½ in - 8 external male thread Adapter for mounting metrology instruments and other instrument adapters. This Adapter must also meet the following additional salient characteristics: 1. The Adapter and threads must be made of stainless steel. 2. The Adapter must not add more than 2 inches to the total height of the Pedestal (Line item 0001) after it is attached onto the Pedestal. 3. The Adapter must have the ability to screw into the top of the Pedestal's main tube. An example adapter that may be used for this purpose is the Brunson "Hollow" Adapter (see Figure 5), Part Number 235-3. LINE ITEM 0002: Quantity Eight (8) Brunson Quick Releases (see Figure 6), Part Number 240-1, or EQUIVALENT, with the following salient characteristics: a. The Quick Release must be made of stainless steel and anodized aluminum. b. The Quick Release must provide a fast and rigid means of connecting and disconnecting an instrument that accepts a standard 3 ½ in - 8 male thread. In this case, "fast" means that we must be able to mount/remove an instrument onto/from the Pedestal without needing to rotate the instrument or the Quick Release multiple turns in order to tighten/loosen the 3 ½ in - 8 threads. c. The Quick Release must allow an instrument mounted to it to be rotated 360 degrees around the longitudinal axis of the Pedestal and to be rigidly locked into place at any intermediate angle. d. The Quick Release must have the ability to screw onto the Adapter at the top of the Pedestal (Line item 0001). e. The Quick Release must not add more than 2 in to the total height of the combination of Pedestal and Adapter (Line item 0001). DELIVERY: The Contractor shall deliver no later than 30 days after receipt of an order. Delivery shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. EVALUATION CRITERIA: 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APRIL 2012) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results as lowest price and technically acceptable. Quotations deemed technically unacceptable will not be considered further for award. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. INSTRUCTIONS TO OFFERORS: This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) All Offerers shall submit the following: 1) A quotation which addresses all of the above line items; 2) Technical description and/or product literature; 3) Description of commercial warranty; RESPONSES: All quotes shall be received not later than 12:00 PM local time, on May 20, 2013 12:00 PM EST, via FBO. E-mailed and faxed quotes will NOT be accepted. Offeror's quotations shall not be deemed received by the Government until the quotation is submitted via FBO.
