Description
The purpose of this modification is to add additional alternate dates for the conference. The Joint Staff has a requirement for a conference venue located in Germany to host the Multinational Interoperability Counsels September 2013 Multinational Interoperability Working Group (MIWG) conference. This is a combined synopsis solicitation for a commercial product prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is being released for full and open competition. This request for quote (RFQ) N00174-13-Q-0019 is the only written solicitation, which will be issued, unless amended. The North American Industry Classification System (NAICS) code is 721110. The Offeror shall provide a firm fixed price offer for a conference venue located in Stuttgart, Germany to host the Multinational Interoperability Counsel ™s September 2013 Multinational Interoperability Working Group (MIWG) conference for five days. It is anticipated that the MIWG 2013 shall commence on 9 September 2013 and end on 13 September 2013 with three œshoulder  days available to accommodate early arrivals and late departures. The alternate period of performances in priority order are 16 “ 20 September 2013; 23 -27 September 2013; 02 “ 06 September 2013. The contracted venue and vendor is responsible to perform between the hours of 1800 - 2100 Monday, 09 September 2013; 0730 - 1800 Tuesday, 10 September 2013; 0800-1800 Wednesday and Thursday, 11-12 September 2013; and 0800-1500 Friday, 13 September 2013. The venue must be capable to provide lodging to all participants and provide sufficient meeting spaces and facilities, equipment, and materials necessary to perform the tasks as defined in the Performance Work Statement (PWS). UNLESS AVAILABLE VIA System for Award Management (SAM) THE OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: REFERENCING APPLICABLE NAICS AND SIZE STANDARD STATED ABOVE: FAR 52.212-3, Offeror Representation and Certifications “ Commercial Items, FAR 52.222-22 Previous Contracts and Compliance Reports, FAR 52.222-25 Affirmative Action Compliance. The following clauses are also applicable to this requirement: FAR 52.212-2, Evaluation “ Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation ™s minimum criteria at the lowest price. The following provisions are also applicable to this requirement: FAR 52.212-4 Contract Terms and Conditions “ Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required Implementing Statutes or Executive Orders “ Commercial Items, with reference to 52.219-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.223-9, 52.225-1, 52.225-13 and 52.232-33. NATO Status of Forces Agreement between the United States of America and the Federal Republic of Germany is incorporated by reference. Addendum to 52.212-4 includes DFARS 252.211-7003 Item Identification and Valuation. 52.212-2, Evaluation-Commercial Items: the evaluation factors are as follows: Factor One “ Price: In determining the overall value of the proposal, price is equally as important as the technical capability. When evaluating the price proposal, a determination will be made as to the Offeror ™s price reasonableness, completeness, realism, and consideration of the total room night revenue associated with the conference. The Offeror ™s proposal must demonstrate reasonable pricing that is aligned with the technical capability. Price will not receive an adjectival rating. The Government will evaluate offers for award purposes on the total price for the basic requirement (location, lodging accommodations, meeting rooms and support, morning and afternoon light refreshments, and the œIce Breaker  social). Factor Two “ Technical Capability: The Offeror shall demonstrate an understanding of the requirements and describe, in detail, how it will meet the requirements of the Performance Work Statement (PWS), specifically section 3.0. The Offeror ™s technical approach must demonstrate the necessary skills, knowledge, and capabilities to successfully perform all tasks in the PWS. The Offeror ™s proposal will be evaluated based on its technical capability including detailed deliverables and performance standards as defined in the PWS. The Offeror shall respond to full compliance of each item listed under section 3.0 of the PWS and address the ability to meet the desired delivery requirements defined in the PWS. NO PRICING IS TO BE PROVIDED IN THE TECHNICAL CAPABILITY. The Government will determine the Offeror ™s technical score on an acceptable/unacceptable basis. In order for the technical proposal to be considered acceptable it must meet all the technical criteria. Submit all price quotes in English. Prices are all inclusive. Local taxes and Federal taxes need to be outlined separately because the Government is a tax exempt organization. Failure to address any of the instructions within this combined synopsis/solicitation may result in a quote being considered unacceptable. The Government will make a best value determination based on these factors. Intent is to award based on initial offers. If considered necessary by the Contracting Officer, discussions will be conducted only with those Offerors determined to have a reasonable chance for award. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quotes form, etc.) but must include the following information: 1.) Company ™s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), ability to meet delivery requirement and unit cost of product. 2.) The company ™s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. 3.) In addition, if you are quoting on a comparable commercial item, product literature must be included. 4.) To reiterate, All FAR certifications and representations specified above must also accompany your quote unless available on line. Any and all questions must be submitted before close of solicitation. No questions will be accepted after that time. Responses must be received no later than 2:30 p.m. EST on 15 May 2013.
