- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement and its attachments compose the only solicitation. The solicitation number is SECHQ113Q0083 and is issued as a request for quotation (RFQ). The associated North American Industrial Classification Systems (NAICS) code for this procurement is 517210 with an associated small business size standard of 1500 employees. This requirement is 100% set-aside for small business. The anticipated base year period of performance is June 3, 2013 through June 2, 2014 with three 12-month options years. Background Information The SEC maintains four inter-related information technology environments that provide services to both the general public and participants in the securities industry. The SEC Websites receive over 51 million hits per day and 1.6 billion hits per month. Although these environments have been operational for years, and have reached a high degree of operational maturity, the SEC recognizes that improvements can and should be made to reduce life cycle costs, increase capabilities, streamline management functions, and improve operational controls. Objective The SEC is seeking to procure a tool that will allow the SEC to simulate external web traffic to the site at normal and peak performance levels in order to quickly identify and resolve potential performance issues prior to production deployments. Additionally, once in production, the SEC is seeking a tool that is hosted externally to the SEC that can monitor the website's performance at regularly defined intervals. The SEC is seeking a flexible solution set that can grow over the life of the SEC.gov Modernization program to accommodate the additional scope, volume, and therefore additional test and monitoring scenarios that will need to be added. Contract Type This is a firm fixed price contract The Statement of Work and Request for Quotations are attached.
