Description
NASA/GRC has a requirement to conduct thermal vacuum deployment testing of the Roll-Out Solar Array (ROSA) winglet. This winglet is currently being developed by Deployable Space Systems, Inc. (DSS) under the contract, NNC12CA42C. Since the hardware that is being tested is highly specialized equipment developed by DSS for the Government under this contract, and as the prime contractor it is DSS responsibility to find a cost effective source for this testing, it has been determined that no other sources can provide this solar array technology in a timely and cost effective manner. Due to the close proximity of locations between DSS and the Boeing testing facility, transportation costs to deliver the large-scale hardware to any other testing facility have been deemed to be a substantial duplication of cost to the Government. Thus, utilizing the already existing subcontract with DSS is the only method to ensure there will be no unacceptable delays to the deployment testing of the Roll-Out Solar Array (ROSA) winglet. The anticipated period of performance of the subcontract will be not be longer than the current contract which is expected to conclude in May 2014. NASA/GRC intends to amend the subcontract appendix with DSS in accordance with FAR clause 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements under the authority of 10 U.S.C. 2304(c)(1). This synopsis is being posted as 'Information Only' as the GRC will not be accepting proposals or capabilities/qualification statements for this requirement. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
