Description
SPECIFICATIONS The Department of Veterans Affairs, Veterans Benefits Administration, Chicago Regional Office requires a Contractor to furnish Various Outerwear Textile Apparel Items (Tee-Shirts), as described on the Price/Cost Schedules pages, in the stated sizes and colors and all in accordance with the specifications, terms and conditions of this solicitation. GENERAL: The Contractor shall perform, or cause to be performed, the production and delivery of stated Outerwear Textile Apparel Items (Tee-Shirts) in the quantity and colors specified, and to the specifications stated; Durable rib Crew Neck Tee-Shirts made of 50% Polyester and 50% Combed-Cotton, with a fabric weight of no less than 3.7 oz/yd. The Tee-Shirts are to be 'tag-less' from the manufacturer; the Contractor will be required to sew on a "Private label and Care label" (HangTags), provided by the VBA, in the back neck line of the tee-shirts (see attached label example). Note that label thread shall match the color of the specific tee-shirt(s). The "Private labels and Care labels" are appropriately.75" wide by 2.25" in length when folded, and appropriately 4.5" in length when un-folded. The "Private labels and Care labels" (HangTags) shall be sewn one on top of the other (stacked), with the stitch being on the back inner neckline of the Tee-Shirt material. The Department of Veterans Affairs, Veterans Benefits Administration shall supply the awarded Contractor the "Private label and Care label" (HangTags) within seven (7) business days after award of order via parcel delivery service; upon receipt of the "Private label and Care label" (HangTags) the Contractor must check the quantity/count of the tags and verify receipt of items with the Contracting Officer identified herein. The Contractor shall have a quality control program to assure the requirements of this contract are provided as specified. The Contractor is responsible for quality control and specification compliance. The Department of Veterans Affairs, Veterans Benefits Administration, Chicago Regional Office will evaluate Contractor's performance using customer comments and may at the Government's discretion, request sample lots of the product to verify conformance and acceptance prior to payment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal Contractors register in the System for Award Management (SAM) database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the Contractor has registered. Bidders are encouraged to ensure that they are registered in SAM prior to submitting their bid. BASIS OF AWARD: The Department of Veterans Affairs intends on awarding a contract to a qualified GSA Schedule holders that can meet the contract requirements and is the best overall value to the Government, price and other factors considered. CONTRACTOR SHALL SUBMIT ADDITIONAL INFORMATION AS REQUIRED IN SECTION 52. QUESTIONS:All questions regarding this solicitation must be submitted to the Contracting Officer in writing (email is acceptable).
