Description
PURPOSE: The Bureau of Reclamation has a requirement to replace an existing high pressure CO2 fire protection system for generating units 1 thru 8, including associated electrical equipment. Design and replace with a UL approved low pressure CO2 fire protection system and associated equipment for generating units 1 thru 8 in compliance with applicable NFPA standards. PROJECT DESCRIPTION: The principal components of the work will involve the following major tasks: A. Remove and dispose of existing high pressure CO2 fire protection systems and associated equipment including electrical equipment. B.Design, furnish, install and test FM or UL approved low pressure CO2 fire protection systems and associated equipment in 8 Generating units in compliance with applicable NFPA standards. C.Design, furnish, install and test electrical systems including wiring and conduit for a new fire detection, suppression and alarm system for 8 generator housings (which are classified as a "unique fire hazard location," inside the generator housing. D.Design, furnish, install and test automatic fire detection and notification devices. E.Properly interface with and provide power for a new CO2 Fire Suppression Release Panel F.Design, furnish, installing and test control circuits and devices to replace functionality of existing control and interface systems with generator controls. G.Remove existing CO2 system cables, conductors, and devices. H.Design, furnish, and install new conductors and cables for power, control, and fire detection and alarm systems. I.Re-use conduit wherever possible and adding new conduit where required. J.Furnish and install fire stopping materials. The necessary experience and qualifications that the Bureau of Reclamation has identified as mandatory for successful contract performance are as follows: 1. Designer: NICET Level III or higher certified technician experienced in fire protection engineering under the supervision of a professional Engineer experienced in design of this type and licensed in the State of Arizona. This specialist shall be authorized and certified by the manufacturer of the equipment being furnished to determine the requirements of the low pressure carbon dioxide fire extinguishing system and fire alarm system utilizing the manufacturers' equipment. 2.Manufacturer: Company specializing in manufacturing low-pressure CO2 Fire Suppression Systems with a minimum of (5) years documented experience. For Fire Alarm Systems, the company must demonstrate a minimum of (3) years of manufacturing experience with appropriate NICET certification. 3.Installer: The Installer shall be trained by the manufacturer to install and test low pressure carbon dioxide fire extinguishing systems. Installer must have a minimum of three (3) years of experience installing fire alarm systems with appropriate NICET certification. 4.Electricians: Electricians must have a current electrical license issued by the state of Arizona, have NICET certification and have experience in industrial controls. Performance Requirements of the low-pressure fire suppression system are summarized as follows: 1. The 2 bulk storage unit tanks will supply carbon dioxide via a common pipe to eight electrical power generating units. The tanks shall be identical in size and each tank volume shall contain a minimum of 6,110 pounds of carbon dioxide unless design calculations indicate tanks of a larger capacity are required. 2.The carbon dioxide fire extinguishing systems shall be designed to achieve a design concentration of 50 percent within a generator air housing unit in 7 minutes, but the rate of application shall not be less than that required to develop a concentration of 30 percent in 2 minutes per NFPA 12.3. The carbon dioxide fire extinguishing systems shall be designed to maintain a minimum concentration of 30 percent within the housing for 30 minutes following the initial discharge. 3.After one automatic initial discharge and one automatic extended discharge operation, the two tanks shall contain enough carbon dioxide for the complete and uninterrupted protection of three additional generating units during the interval preceding refilling of the tanks to full capacity. a. Complete protection means enough carbon dioxide for three additional automatic initial discharges and three automatic extended discharges. b.The tank volume shall take into account the volume of carbon dioxide required to fill the distribution piping system. It should be noted that the above requirements descriptions are only a brief top-level summary. The actual specification document describing the detailed requirements is approximately 175 pages, and will be provided with the solicitation when it is released. The Contractor will be required to perform the requirements in compliance with numerous and rigorous industry, federal, and Bureau of Reclamation standards. The period of performance is anticipated to be up to 1 year from the issuance of the Notice-To-Proceed. NAICS AND SIZE STANDARD: The request will be procured using the North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating and AC Contractors, with a size standard of 14M. This requirement will be Total Small Business Set-Aside. COMPETITION: There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Part 15, and the evaluation criteria included in the solicitation. The resulting award is expected to be a firm-fixed-price contract. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The value of the resulting contract is expected to be between $1 million and $5 million. SOLICITATION RELEASE DATE: The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fbo.gov) website. The extent of the work will be described in the solicitation when it is posted on or about May 30, 2013 under solicitation number R13PS44010. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov) The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. All prospective offerors are required to be registered in the Central Contractor Registry via www.sam.gov and have their Representations and Certifications for their company registered under www.sam.gov to be eligible for award. SITE VISIT: The Government intends to conduct a presolicitation site visit for highly-interested vendors sometime between June and July, 2013. If your firm is highly interested as a potential Prime contractor on this project, please contact the specialist listed below via email and coordinate with her on the site visit plans. A future amendment to this notice will be released upon establishment of site visit date. ADDITIONAL INFORMATION: The projected award date is on or about August 1, 2013. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation.
