Description
The purpose of the sources sought is to identify potential sources for the design and manufacturing of approximately 11 custom fit tarpaulin fabric covers sizes totaling 123 covers which includes the following: 1) Provide a design concept and suggested fabrics with endurance of 5, 10 and 20 years. There is no requirement for the fabric to meet military standards but must have the commercial description disclosed. 2) The design may be made of two or more segments with sufficient joining to ensure a water tight fit and function. Segment part weight and overall weight of the design must consider ease of applying the covers during installation. Size adjustment feature to accommodate one or more size blocks would be preferred. Venting and tie down methods must be considered in the design. Color must be a light reflective material but preferably white. Joining methods must be hot air, hot wedge or RF weld, depending on the material recommended. Any stitching, sewn seams, sewn hems and attached closures and fasteners considered in the design must be waterproofed to prevent leakage. All materials must be certified Berry Amendment Compliant. 3) The size and design of these covers are based on consolidated blocks of similar size crates. The crates will be supported off the ground with plastic railroad ties (7in x 9in x 9ft) on a graded flat surface contoured for water runoff. It is imperative the design of the cover allow for air circulation at the base of the block of crates as well as a pitched or oblique top to allow for water/snow run off. 4) The following are size of blocks (sizes approximate) for a total of 123 covers: a)Blocks 1-7 -- 114ft x 25ft9in x 9ft4in b) Blocks 8-9 -- 112ft x 28ft4in x 8ft8in c) Block 10 -- 72ft x 25ft9in x 4ft8in d) Block 11 -- 95ft4in x 25ft7in x 4ft8in e) Block 12 -- 78ft x 25ft4in x 4ft8in f) Blocks 13-16 -- 112ft6in x 28ft6in x 8ft8in g) Block 17 -- 55ft x 28ft6in x 8ft8in h) Block 18 -- 105ft4in x 28ft6in x 8ft8in i) Block 19 -- 100ft x 24ft x 3ft j) Blocks 20-72 -- 86ft3in x 28ft6in x 8ft8in k) Blocks 73-123 -- 114ft x 29ft6in x 6ft1in; and 5) Fabric selections must be based on the following weather/climatic conditions: a) 31 percent average annual relative humidity. b) 5.5in to 7.5in annual precipitation (most generally from snow - 20 pound snow load). c) Periods of 40-60 mph sustained winds (gusts of 100 mph) lasting several hours which includes sand blown from a dry lake bed. d) 300 plus days of sunshine annually; and e) Temperature range from -15 degrees to 105 degrees. This notice shall not be construed as a Request For Proposal, Request For Quote, Invitation For Bid, or as an obligation on the part of the Government to acquire follow-on acquisitions, however the Government may at its discretion award a contract(s) on the basis of this Notice, but is in no way obligated to pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this notice and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME, however the government will review responses to identify firms potentially capable of fulfilling the Governments requirements. A response to this notice in no way obligates the government to enter into a potential contract.
