- SOW The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to award a sole source contract to Mark Logic Corporation located in San Carlos, CA for MarkLogic annual support renewals. The requirement is for the maintenance of Server Enterprise Edition Base Server Production, Server Alerting Base Server Production, Server Enterprise Edition Additional Processor Production, Server Alerting Additional Processor Production, and professional consulting services (10 hours per contract year). This purchase will be used to expand NAL's current MarkLogic software installation which is the basis for the DigiTop Navigator database search and alerts service. As the primary platform within DigiTop for database searching and the provision of current awareness alerts for scientific literature, Navigator is a key part of NAL's service to USDA and needs to be kept up to date and reliably accessible to users. With the full launch of Navigator to all of USDA in May 2011 and the retirement of the legacy system which previously provided these services in July 2011, additional software is needed to meet usage demands, and MarkLogic consulting services are needed for configuration and continued development of the system. Because this purchase is an expansion of the existing system no other software can be used for this purpose. While the software could be purchased from resellers, as the producer and developer of this proprietary software, MarkLogic is the sole source for the configuration component and as configuration is essential to NAL's use of the software, MarkLogic is the sole source able to meet the government's needs. Period of Performance Base Year September 30, 2013 - September 29, 2014 Option Year 1 September 30, 2014 - September 29, 2015 Option Year 2 September 30, 2015 - September 29, 2016 Option Year 3 September 30, 2016 - September 29, 2017 Option Year 4 September 30, 2017 - September 29, 2018 Anticipated Date of Award: 06/01/2013 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
