Description
This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) site located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office Littoral Combat Ships, intends to add a Provisioning Item Ordering (PIO) Contract Line Item Number (CLIN) and increase engineering service man hours under Contract N00024-12-C-6306 with Lockheed Martin, MS2, P.O. Box 4840, Syracuse, New York for spares, piece parts, continuance of test support, training, operation, disassembly and repair in support of the Shipboard/Airborne Mine Neutralization System “ SeaFox (SMNS-SF/AMNS-SF). Lockheed Martin is the sole designer, developer, and producer of the SMNS-SF variant and AMNS-SF systems. Lockheed Martin and the SeaFox system are the only solution that can satisfy the required effort by the Fiscal Year (FY) 2013 installation delivery schedule. The estimated period of performance is thru September 2013. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
