- This is a pre-solicitation announcement for commercial services for Request for Proposal (RFP) VA786-13-R-0253, Raise and Realignment Services at Fort Gibson National Cemetery. The Department of Veterans Affairs, National Cemetery Administration (NCA) located at 155 Van Gordon Street, Lakewood Colorado is soliciting offers from experienced and qualified Service Disabled Veteran Owned Small Business Concerns capable of providing all labor, tools, parts, equipment, transportation, supervision, and incidentals to perform Raise and Realignment Services at Fort Gibson National Cemetery located at 1423 Cemetery Road, Fort Gibson, Oklahoma. Although services will be performed at Fort Gibson National Cemetery, proposals and all correspondence thereof shall be sent to The Department of Veterans Affairs, NCA, Attention: Derek. C. Reed, 155 Van Gordon Street, Lakewood, Colorado 80228. The statement of work consists of having a single contractor provide realignment, raising, lowering, leveling and backfilling of upright marble headstones at various sections throughout the Cemetery, and perform cleaning of various upright marble headstones, leveling topsoil surfaces and renovating re-established turf-grass for various disturbed areas throughout the Cemetery. All work shall be done in strict accordance with the statement of work. The estimated magnitude of construction is between $1M and $5M, and a bid guarantee, payment and performance bond are all be required. This is a best value type RFP and the Government reserves the right to make contract award to other than the lowest priced offeror. This RFP is being issued in accordance with FAR Part 15 whereby technical capabilities and past performance when combined are significantly more important than cost or price. Selection criterion as follows: (1) Project management experience for both corporate and project specific personnel. Information shall include project site specific information to include technical and management approaches and capabilities, specifically (a) The contractor must demonstrate performance of raise and realignment services on current or previous projects completed within the last 3 years similar in size, scope, and/or complexity, or other projects similar in size, scope and/or complexity. (b) Raise and realignment services performed for any National Cemetery, or with any other federal agency similar in size, scope or complexity, or other projects performed within the last 3 years similar in size, scope and complexity. (c) Previous experiences with scheduling and phasing type projects for raise and realignment services currently on-going, or completed within the last 3 years, or other projects similar in size, scope and complexity currently on going or completed within the last 3 years. (d) The contractor shall provide a detailed work plan that addresses proposed equipment to be used for this job, condition of equipment and year equipment was manufactured, number of proposed employees, and a Bar Graph showing all major functions or facets of work addressing all requirements of the statement of work based on a performance period of 365 calendar days. (2) Past performance with sub-factors. (a) The contractor shall provide past performance references and information for at least three projects similar in size, scope, and complexity as past performance effort will be assessed as a measure of the Government's confidence the contractor will successfully perform the required effort based on previous and on-going contracts. (b) Client satisfaction (provide clients with contract information for verification). (3) Sub-Contracting Plan. The offeror shall provide a subcontracting plan that includes names, locations, number of years, experience of subcontractor for performance of raise and realignment services, dollar value of past projects, and dollar amount for which the prime intends to subcontract with a subcontractor for this particular project. (4) Cost and/or price realism relative to the scope and technical natures of the efforts involved. This requirement is set-aside 100% for Service Disabled Veteran Owned Small Business Concerns and only qualified and eligible SDVOSB concerns will be considered for possible contract award. NAICS Code 561730 is applicable to this acquisition with a Small Business Size Standard of $7.0M. Solicitation documents will be available electronically on or about May 22, 2013, at www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. Information regarding an organized site visit and pre-proposal conference will be listed in the solicitation documents. Offers are highly encouraged to attend the one and only organized site visit. NO OTHER SITE VISITS WILL BE HELD. Upon review of the solicitation documents prospective offerors are encouraged to provide questions and comments in writing to the Contracting Officer. The deadline for receipt of questions will also be listed in the solicitation documents. Please ensure that solicitation number VA756-13-R-0253 is referenced on all correspondence sent in response to this announcement. All qualified and eligible SDBVOSB concerns must be registered and have an active account in www.vetbiz.gov, and www.sam.gov. Failure to have active accounts in both databases may render your offer non-responsive and exclude your firm from consideration of possible contract award.
