Description
This amendment adds the Performance Work Statement as follows: Performance Work Statement For Military Training Service Support (MTSS) Services For students attending classes on the University of Alabama Huntsville Campus at Madison Hall April 26, 2013 1.0Background information 1.1The MTSS Program was established to reduce the cost of training US Army military students. Headquarters, Department of the Army has determined that students attending classes at the Army Acquisition Center of Excellence (AACoE) will be included in the MTSS Program. 1.2Students will be billeted at the Bevill Center while enrolled in AACoE courses. 1.3Classes will be conducted at Madison Hall Monday through Friday of each week; excluding Federal Holidays. Madison Hall is located at 301 Sparkman Dr. NW in Huntsville, Alabama. 1.4Approximate annual student training requirements: 1.4.1320 US Army military will attend a total of 7 weeks of training; 1.4.2120 US Army military will attend 6 weeks of training; 1.4.3120 US Army military will attend 4 weeks of training; 1.4.4140 US Army military will attend 3 weeks of training; 1.4.5140 US Army military will attend 2 weeks of training. 1.5 The MTSS implementation date is 02 January 2009. A tentative schedule of FY 13 & FY 14 courses is provided in Attachment A. 2.0Services to be provided by the contractor. 2.1Lodging at the Bevill Center for US Army military students attending any or all of the following courses: 2.1.1Army Acquisition Foundation Course/Army Basic Contracting Course - 7 weeks 2.1.2Army Acquisition Foundation Course/Army Intermediate Program Manager's Course - 6 weeks 2.1.3Army Intermediate Contracting Course - 4 weeks 2.1.4Senior Leader's Course- 2 weeks 2.1.5Intermediate Qualification Course - 3 weeks 2.1.6Contracting Pre-Command Course - 2 weeks 2.2 Meals for US Army military students attending classes. 2.2.1The contractor shall provide meals at the Bevill Center located on the UAH campus Monday through Friday for US Army military students while they are attending courses listed above. These meals shall include a full breakfast, lunch, and dinner; each meal shall offer both a buffet and a short order option. 2.2.2Students will be authorized per diem for their meals on Federal Holidays and on weekends while attending the courses listed above. 2.3Local transportation for US Army military students attending classes. 2.3.1Classes begin at 0800 each day and end between 1500 and 1700. Students are given 1 hour for lunch. The contractor shall provide transportation daily to the classroom as well as all transportation to meals. Shuttles between the Lodging Facility and Madison hall will run continuously during these times: 2.3.1.10700-0815 2.3.1.21100-1315 2.3.1.31500-1800 2.3.2Local transportation, limited to a radius of 10 miles from Madison Hall, will be provided to students during weekends and Federal Holidays. Hours of operation are: 2.3.2.1Sunday 0800-2200 2.3.2.2Monday-Thursday 1700-2300 2.3.2.3Friday-Saturday 0800-2300 2.3.3The contractor shall provide transportation for students to and from the Huntsville Airport on an quote mark as requested quote mark basis with the front desk at the lodging facility 2.3.4Transportation is not required when there are no students attending our courses. 3.0Wireless internet Access 3.1The contractor shall maintain wireless internet at no cost to the government for the students. 3.2Wireless access shall be accessible throughout the lodging facility and in each room 3.3Minimum upload speed shall be 2 MBS and minimum download speed shall be 2 MBS. 4.0Gym Facility 4.1Contractor shall provide gym facility access at no cost to the student either on-site or within close proximity which is no further than mile from lodging.. 4.1.1Facility shall include treadmills, elliptical machines, stationary bikes and weight equipment (either free-weights or nautilus type equipment). 5.0Data collection and reporting 5.1A monthly report for meals consumed and lodging will be submitted electronically to the Government Contracting Officer's Representative (COR). The monthly report will be in Excel spreadsheet format which will show Lodging by date, student's name, rank, and component status, the number of nights, the number of days meals are provided, and a total cost for each student. 5.2A total transportation charge will be included on the Summary worksheet in each monthly report. 6.0Quality Assurance provisions 6.1Definitions of complaints 6.1.1Lodging complaints. 6.1.1.1Category 1 - includes health and safety issues. Examples: room air conditioning not working, mold in the ventilation system, roaches or other pests, and door lock broken. 6.1.1.2Category 2 - includes minor maintenance, cleanliness, and furnishing issues. Examples: light bulb needs replacing, shower stall dirty, no towels, and unreliable Internet access. 6.1.1.3The contractor shall be responsible for coordinating with the facility services on UAH and then the follow-up to ensure all complaints are satisfied. 6.1.2Meal complaints. 6.1.2.1Category 1 - includes health and safety issues. Meal complaints will be justifiable if below the Army food standards referenced in section 6.2.4. The more stringent standard will control vis- -vis the Army standard and the state and local standards. 6.1.2.2Category 2 - other complaints related to food. Other complaints such as taste and appearance. Meal complaints will be justifiable if below the Army food standards referenced in section 6.2.4. 6.1.3Transportation complaints. 6.1.3.1Category 1 - arrived late to class, did not get back to class from lunch on time, waited over 10 minutes for transportation back to the hotel from class. 6.1.3.2Category 2 - waited over 15 minutes for transportation within 10 miles of the Bevill Centers during the weekend or during a Federal holiday. 6.1.4Resolution of complaints. 6.1.4.1All category 2 complaints will be responded to within thirty minutes of the receipt of the complaint via an on-line tracking system. 6.1.4.2All category 1 complaints will be responded to within thirty minutes upon receipt of the complaint via an on-line tracking system or upon discovery. 6.2The contractor shall: 6.2.1Maintain clean rooms in accordance with the standards listed in Paragraph 6.2.5 below and promptly perform maintenance as needed. 6.2.2Provide room furnishings equivalent to a 3-star hotel or better in accordance with Quality Standards for AA Recognized Hotels. 6.2.3Meet Army standards for food quality, nutrition, and service. (Reference AR 30-22, AR 40-25, AR 40-656, AR 40-657, DA Pam 30-22, TB Med 530, and MIL-STD 3006) See section 8.0 for referenced web addresses 6.2.4Meet Alabama Department of Public Health, Madison County Department of Environmental Health Division, and the City of Huntsville requirements for food and lodging. (NOTE: If any conflict exists between section 6.2.3 and 6.2.4 then the authority will fall under 6.2.4. In addition, the City of Huntsville requirements for food and lodging is under the authority of Alabama Department of Public Health concerning food and lodging) The more stringent Army or state/local standards should control. See section 8.0 for referenced web addresses. 6.2.5Implement an on-line and continuously available quality control system that will track individual student complaints by date, student's name, and complaint. Students and the Government (COR) should have access. The quality control system will track the status of the complaint from initiation by the student through resolution. The quality assurance system will be capable of providing monthly reports. 6.3ALU- Huntsville Campus will provide to the contractor the following: 6.3.1Schedule of course offerings at least one year in advance. 6.3.2Roster of military students NLT 30 days prior to each class and provide updates as changes occur. 6.4Periodic and unannounced inspections of the restaurant to include food preparation and storage areas may be performed by the Army. This is in addition to State of Alabama and local government inspections. 6.5Definitions of unacceptable Performance, which will result in corrective actions in accordance with the terms and conditions stated in the solicitation. 6.5.1Adequate lodging for the students. The COR receives more than 3 verified Category 1 complaints or more than 7 verified Category 2 complaints within a 7 day period. 6.5.2Adequate meals for the students. The COR receives more than 3 verified Category 1 complaints or more than 7 verified Category 2 complaints related to meals within a 7 day period. 6.5.3Reliable local transportation for the students. The Contractor shall completely fill in all the information in the format using the following web address https://Contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative (COTR) or also known as the Contracting Officer's Representative (COR); (2) Task order number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency task order language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 90 days and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. END OF PWS The United States Corps of Engineers, in coordination with the Army Acquisition Center of Excellence and in accordance with FAR Part 6.302, intends to make a sole source award to a firm with the capability of providing lodging, meals, and transportation to Active Duty, Reserve, and National Guard Soldiers attending classes at the Army Logistics University at the University of Alabama Huntsville Campus. The anticipated source is Sodexo Inc., 9801 Washingtonian Blvd, Gaithersburg, MD 20878. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government's intent to make a sole source award. Contractors who can provide the U.S. Army Engineering and Support Center with the services, are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), the Data Universal Number System (DUNS) number, any applicable processed credentials and qualfications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by this agency. Responses should be furnished electronically to the contacts listed below not later than 5:00 PM CST, Thursday, May 9, 2013. Requirement: These services will be in support of the MTSS Program and will provide continued lodging, meals, and transportation to Active Duty, Reserve, and National Guard Soldiers attending Army Logistics University (ALU) courses at the Army Acquisition Center of Excellence (AACoE), which is located on the University of Alabama Huntsville (UAH) Campus. The period of performance will not exceed ninety days. The contractor is responsible for providing lodging and transportation for the Soldiers seven days a week and meals Monday through Friday with the exception of holidays. The contractor provides all labor, supervision, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to provide the services to the Soldiers.
