- Wage_Determination Washington Butte Fuelbreak_Project_Map WA_Butte_Fuelbreak_Vicinity_Map RFQ Attention: Funding for this requirement is currently not available but is anticipated for this fiscal year. In the event funding is not received the solicitation will be cancelled and no award will be made. Washington Butte Mechanical Fuel Break - Thinning, Mastication, & Piling. The Okanogan-Wenatchee National Forest intends to acquire by contract the precommercial mechanical thinning, pruning, and mastication of 66 acres, with the option for mechanical or handpiling. The intent is to create a residual stand of 90 trees per acre. All excess trees less than 8 inches in diameter at breast height (dbh) will be cut and masticated. Residual trees will be rough pruned mechanically. This project is located on the Chelan Ranger District of the Okanogan-Wenatchee National Forest North of Chelan, Washington. Access to the unit is by the Cooper Mountain Road, Forest Service Road (FSR) No. 8020 and the Washington Creek Road, FSR No. 8021. Period for performance is from date of award to October 31, 2013. Project Manager is Mr. Pete Wier, Forester, 509-682-4943, or 208-871-1667. The Forest Service will proceed to issue a solicitation as a Request for Quotations (RFQ) on or about MAY 8, 2013. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). Service Contract Act wage rates apply to any resulting contract. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
