- THIS IS A PRESOLICITATION NOTICE ONLY FOR MOORING POINTS PHASE 3 - KUSKOKWIM RIVER - VARIOUS LOCATIONS, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. THIS IS A PRE-SOLICITATION. The District of the U.S. Army Corps of Engineers, Alaska is planning to release the solicitation on or about 23 May 2013 research prior to releasing a solicitation for Moorings Points Phase 3 - Kuskokwim River, Various, Alaska. This solicitation will be a SMALL BUSINESS SET-ASIDE competitive procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download. DESCRIPTION OF WORK: This project consists of installation of approximately 21 pile mooring points at 8 communities in the Kuskokwim River area. These communities include Akiachak, Goodnews Bay, Kongiganak, Napaskiak, Upper Kalskag, Lower Kalskag, McGrath and Crooked Creek. The mooring points will consist of 12 inch diameter circular steel piling driven 31 feet into the ground and pile top modifications for mooring line attachment. These sites are located in remote Alaska and will require equipment to be barged to location. The Davis Bacon Act will apply. This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror.. All offerors are advised that they must be registered in SAM ( www.SAM.gov ) in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures. The estimated magnitude of Construction is between $1,000,000 and $5,000,000.
