- THIS IS A SMALL BUSINESS SET-ASIDE PROCUREMENT - The FAA is seeking experienced firms to enter into a fixed-price contract to install a Precision Approach Path Indicator (PAPI) System to serve Runway 18 and 27 at the Aurora Municipal Airport, Aurora, Illinois. The scope of work for Runway 18 VASI Replacement consists of the following: 1.Construct reinforced concrete PAPI foundations and install PAPI LHAs and EMT supports on concrete foundations. 2.Construct perimeter grounding loop around LHA foundations. 3.Construct PAPI equipment rack outside the RSA and TSA including concrete foundation, galvanized EMT supports with galvanized unistrut, lightning protection, transient voltage surge suppressor (TVSS), step-down transformer and disconnect switch, ground-ground radio receiver, air-ground radio receiver/controller, decoder, and interface unit. 4.Install power and control cables from PAPI equipment rack to the PAPI LHAs in PVC conduit and make connections to equipment at both ends. All power and control cables shall be tested for continuity and insulation integrity per specifications in the presence of the COR and SSC technician. 5.Install PAPI step-up transformer and disconnect switch at the runway 33 GS shelter. 6.Install PAPI power cables by direct earth bury from PAPI equipment rack to existing power panel at runway 33 GS shelter. Remove existing breakers and install a 30A double pole breaker in power panel. 7.Directional bore 2 ™ ™ GRSC under runway 18/36, 9/27, 15/33, and taxiway A, to run the runway 18 PAPI power cable. The conduit shall extend 20 ™ beyond each side of pavement and must be exothermically welded to 1/0 guard wire at ends. 8.Install four 6 pair copper control cables and 6 AWG bare ground wire, per specifications and plans, in PVC conduit underground from PAPI equipment rack to LHAs. 9.Construct crushed rock plots around PAPI equipment rack and PAPI LHAs. 10.FAA installation personnel will establish remote radio control (transmitter equipment was installed previously under a different contract) and will install push-button assembly at the ATCT. 11.Verify PAPI will operate normally on local control and test photocell. 12.Aim the PAPI LHAs and label per the plans. 13.Remove all existing runway 18 VASI equipment including its Lamp Housing Assembly and concrete pier foundations. 14.Regrade and site cleanup. Restore all disturbed areas with topsoil and seed. 15.Work inside the RSA will require temporary shutdown of Runway 18 and 27 (to be coordinated with Airport Authority through the COR). 16.Participate in Contractor Acceptance Inspection (CAI) and address punch list if any. 17.FAA will conduct Joint Acceptance Inspection (JAI) with SSC personnel. Remove existing breakers and install a 35A double pole breaker in panel board. 7.Directional bore 2 ™ ™ GRSC under taxiway A2 and A1 to run the runway 27 PAPI power cable. Restore all disturbed areas with topsoil and seed. 15.Work inside the RSA will require temporary shutdown of Runway 18 and 27 (to be coordinated with Airport Authority through the COR). 16.Participate in Contractor Acceptance Inspection (CAI) and address punch list if any. 17.FAA will conduct Joint Acceptance Inspection (JAI) with SSC personnel. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK WITHIN THE LAST THREE YEARS TO BE CONSIDERED QUALIFIED. Offer range is between $250,000 and $500,000. Contract performance time is 40 calendar days. The Request for Offer is anticipated to be available by the end of May early June timeframe. Anticipated construction start will be as soon as possible after award.
