Reference Synopsis Number: SB 13-73 The purpose of this Notice of Contracting Action (NoCA) is to announce the Government's intention to pursue a Sole Source procurement for the Global Broadcast Service (GBS) Operations, Maintenance and Sustainment Support Services. Do not send information to the Government. This NoCA does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this NoCA. Any subsequent Request for Proposal may be limited to the Only One Responsible Source responding to the initial Sources Sought Synopsis. The prospective source for this acquisition is: Raytheon 22260 Pacific Blvd Dulles, VA 20166-6916 Elizabeth M. Vogt 571.250.1674 Based on Market Research, the Government has an approved justification to acquire these services on a Sole Source basis. A resulting contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2) as Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties including small and small disadvantaged businesses may identify their interest and technical capability to the prospective source identified above. A sources sought was posted on FedBizOpps on 10 February 2012, titled Global Broadcast Service (GBS) Operations and Sustainment Contractor Logistics Support (CLS) (FA8823_GBS-CLS), which was used for market research and the justification to acquire these services Sole Source. The applicable NAICS is 541330 with a size standard of $35.5M. The Classification Code is: R706 Logistics Support Services. Three firms provided statement of capabilities in response to the FBO sources sought posting. Only one was determined to have the immediate capabilities to meet the Government's requirement. The determination by the Government not to open the requirement to full competition based upon the limited responses to this notice is solely within discretion of the Government. Description of Services: The U.S. Department of the Air Force, Space and Missile Systems Center (SMC), Space Logistics Directorate contracting branch (SMC/PKL) located at Peterson AFB in Colorado Springs, CO at Peterson AFB, CO is contemplating acquisition and award of a single contract for sustaining support the Global Broadcast Service (GBS) Operations, Maintenance and Sustainment of Satellite Broadcast Managers (SBMs) at Norfolk, VA and Wahiawa, Ill, Primary Injection Points (PIPs) at Wahiawa and Sigonella, Italy; and, operate the Help Desk at Norfolk. This contract also supports the sustainment of all AF-procured GBS products currently in sustainment and as assigned by HQ AFSPC as the designated sustainment organization for this fielded service. The GBS program delivers an integrated communication systems-of-systems (SoS) consisting of SBMs, PIPs, Teleports, Receive Broadcast Managers (RI3Ms) and Transportable Satellite Broadcast Managers (TSBMs), and, a support infrastructure with systems designed to sustain broadcast operations. Its satellite broadcast communications mission provides theater communications for the warfighter with a high data rate capacity, and secure communications capability which can rapidly support the operational missions of the DoD. GBS provides connectivity across the military X-band, Ka-band and commercial Ku band allocation of the super-high frequency (SHF) electro-magnetic spectrum servicing the COCOM Mission Areas including land, air, and naval warfare; special operations; tactical operations; theater defense; operations; and intelligence - focusing on the mobile, isolated, and/or deployed user. The requirement for this contract encompasses the effort to preserve, sustain and prolong the operations of all fielded GBS assets assuring MILSATCOM missions by providing the following uninterrupted operations, logistics and sustainment support until on-going acquisitions are fielded and the legacy systems are decommissioned: SBM Operations Primary Injection Point Operations GBS Help Desk Operations and Support Program Management Support Systems Infrastructure Support Systems Engineering Services SBM Engineering Support TSBM Engineering Support SBM Software and Database Support SBM Anomaly/Special Studies Support Maintenance & System Integration and Test Lab (SJTL) Equipment upkeep The basic period of performance is for 1 base year with one 1-year option and one 5-month option period for a total period of performance of two years and 5 months with estimated award in mid-2013. The projected Request for Proposal (RFP) release date for this effort is May 2013. If the Government elects to do so, a projected Request for Proposal (RFP) release date for this effort is estimated to be no sooner than 15 calendar days after this Notice of Contract Action and will be directed solely to the prospective source identified above. The anticipated contract type is; Firm-Fixed Price (FFP), Cost-Plus Fixed Fee and Cost Reimbursable CLINs. The notice expires 15 days after publication.
