- INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD) Contracts Department (2543000D), China Lake, CA is seeking information for potential sources regarding Engineering Support Services previously procured with the intention of procuring the services on a competitive basis. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. In your response, please include Company Size (Small or Large according to the NAICS and size standard listed); If your company is a Small Business, specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The NAVAIR Research and Engineering Department, AIR 4.0, is the technical lead agent for this requirement. The Mission of NAWCWD is to provide our Armed Forces with effective and affordable integrated warfare systems and life-cycle support to ensure battle space dominance; Perform Research Development Testing and Evaluation (RDT&E), in-service support for guided missiles, free-fall weapons, targets, support equipment, crew systems, and electronic warfare; Integrate weapons and avionics on tactical aircraft; Operate the Navy ™s western land and sea range test and evaluation complex; Develop and apply new technology to ensure battle space dominance. RDT&E of guided missiles, advanced weapons and weapon systems; Perform RDT&E of complex weapon systems and software integration; Perform RDT&E of energetic materials and subsystems; Maintain, upgrade and operate facilities and test ranges for weapon system solutions for the war fighter; Provide Fleet training and tactics development, including major exercises on the Sea Range, Land Range, Superior Valley, and Electronic Combat Range; Perform Engineering for tactical missiles and free-fall weapons, T&E of weapons, weapon components, and integrated weapons systems in realistic environments; Operate, upgrade and maintain a national parachute test range; Provide Full-Scale Joint-Live-Fire survivability testing; Perform RDT&E on explosives and propellants from laboratory samples up to 500,000 pounds; Support Network Centric Warfare; interoperability, Modeling and simulation; Perform basic and applied research, science, and technology, RDT&E of full-scale and sub-scale targets; Support fleet training, and tactics development, including major exercises on the Sea Range, Land Range, Superior Valley, and the Electronic Combat Range. The goal of this effort is to provide an infrastructure that will foster a unified, collaborative approach that will integrate inputs from engineering and management specialists across the traditionally segregated phases of the acquisition life cycle “ starting with concept refinement and encompassing technology development, development and demonstration, production and deployment through operations and support. The effort requires this support be provided for both NAWCWD specific and NAVAIR-wide products and services, along with a limited set of Naval Air Systems Command (NAVAIR-wide) services. CONTRACT BACKGROUND This work is currently being performed on several task orders under the ESS contract, N68936-09-D-0040 which is a Cost Plus Fixed Fee (CPFF) contract with Jacobs Technology Inc. This contract is available at http://foia.navair.navy.mil. REQUIRED CAPABILITIES The Government requires a contractor capable of performing and managing a wide variety of Engineering Support Services related tasking for the NAWCWD China Lake including System engineering for design studies and evaluations associated with research, development, production, and operations including effectiveness analysis, design adequacy, and related engineering services; Test engineering services for planning, preparing for, performing, analyzing and documenting results for units under test and related items; Transition engineering and related services for transfer of new technology from concept to fleet support; and Management services for project management of technical activities. The Government estimates that this effort will consist of 642,676 hours of effort over a three year period. The Government anticipates that a successful solution for these services consist of the following: 1.Personnel Management: The Government desires a contractor with a local managerial presence capable of effectively staffing for and managing to the performance work statement requirements using the correct personnel with the appropriate skill levels and certifications. The contractor should provide evidence of the personnel type necessary to perform the functions of the PWS as well as any managerial plans the contractor uses for matching personnel to PWS requirements. 2.History of Successful Performance: The Government desires a contractor with a proven history of managing Engineering Services contracts similar in scope and effort as defined in the draft PWS. Contractors should provide past performance information including previous contracts and dollar values as well as reference information for those contracts to include, name, contract number, phone number and email address. Please indicate what sections of the PWS correspond to the past performance information. If the work was accomplished as a prime contractor, please indicate the percentage of work subcontracted. If the work was performed as a subcontractor, indicate the dollar value and percentage of work performed. 3.Capability to provide personnel for services required outside of the continental United States. 4. Capability for organizational reach back for subject matter experts that have experience/training/educational background in the disciplines stated in the Performance Work Statement. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package of no more than 10 pages in length (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform those services listed in the Requirements Capability section of this document. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, Company Cage Code, Company DUNS Number, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address.
