- The NAVFAC Expeditionary Programs Office requires maintenance and repairs of systems staged onboard the Maritime Prepositioned Force (MPF). The systems are the Improved Navy Lighterage System (INLS), Amphibious Bulk Liquid Transfer System (ABLTS), Landing Craft Mechanized (LCM-8s), and Maritime Prepositioning Force Utility Boat (MPFUBs). The contractor will perform the maintenance, repair, limited technical inspection, and custody management of INLS, ABLTS, LCM-8s, and MPFUBs. The MPF consists of two Maritime Prepositioned Ship (MPS) Squadrons: MPS Squadron Two, located at Diego Garcia; and MPS Squadron Three, in the Guam/Saipan area. The MPF squadrons consist of ten prepositioned ships with the subject systems stored on the weather decks. MPF ships operate in three-year deployment cycles that include a return to CONUS (Continental United States) for major maintenance and supply refreshment. This cycle is called the MPF Maintenance Cycle (MC) which includes an availability held every three years at Blount Island Command (BIC). The INLS is a system of steel modules that are interconnected by rigid and flexible connections. The individual non-powered modules are nominally 80 long, 24 wide, and 8 deep. The ABLTS is a reel-laid buoyant hose system for fuel or water transfer. The system has a total of three hose reels. Two of the reels are capable of deploying 5,000 feet of 6-inch fuel hose; the third hose reel has 10,000 feet of 4-inch potable water hose. LCM-8s transport cargo, troops and vehicles between ships and shore, and also perform lighter and utility work in harbors. Its hydraulically operated bow ramp allows RORO operations with wheeled and tracked vehicles. LCM-8s are 73 7 long, 21 1 wide, have a draft of 4 7 and weigh approximately 75 LT. MPFUBs were designed to transfer personnel and equipment and provide protection and security in the area of operations. MPFUBs are 41 1 long, 14 6 wide, have a draft of 2 6 and weigh approximately 11 LT. Respondents shall outline their qualifications relative to the requirement, specifically commenting on their experience, management, etc. Responses should contain company name, address, telephone number, facsimile number, and e-mail address. The due date for all submissions is 1700 EST on 20 May 2013. Respondents should email their submissions to michael.fanizzo@navy.mil. Submissions should be five megabytes or less and in a format compatible with Microsoft Office. This is a sources sought notice issued by the Naval Facilities Engineering Command (NAVFAC) Washington, D.C., this is not a request for proposals. NAVFAC is conducting market research to determine the range of available contractors and assess their capabilities to perform the work requirements described below. Submission of this information is for planning purposes only and is not to be construed as a commitment by NAVFAC to procure these services, to pay for the information requested or to make an award on the basis of this notice. Based on the submissions, NAVFAC may invite some respondents to present more information. All interested parties are invited to submit responses describing their ability to perform the work requirements set forth below. An award will not be made on information or offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The Government will treat all information received in response to this notice as proprietary and such information will be safeguarded in accordance with applicable Government regulations. Responses to this sources sought request for information will not be returned.
