Description
The U.S. Army Contracting Command New Jersey, on behalf of the Office of the Program Manager, Close Combat Systems, (PM CCS) Picatinny Arsenal, NJ are currently seeking sources for the manufacture, assembly, inspection, testing, packaging, shipping and delivery of the Receiver, Magneto-Inductive Firing Device: Non-Electric Blasting Cap Actuating, M40 and the Training Kit, Magneto-Inductive Receiver: M331. The M40 and M331 are part of the Magneto Inductive Remote Activation Munition System (MI-RAMS) which is a firing device that provides an untethered capability to command control the detonation of demolition charges and munitions. MI-RAMS can penetrate through media such as earth, rock, fresh water, salt water, dense foliage, and man-made structures by utilizing Ultra Electronics' Magneto-Inductive (MI) communication channel. The MI-RAMS consist of a M27 Transmitter and two types of receivers, the M39 receiver and the M40 receiver. The M40 receiver produces an explosive output (one-shot receiver) capable of detonating a wide variety of demolition and munition systems. The M40 Receiver, upon receipt of a correct unique coded MI signal from an M27 Transmitter, produces an explosive output capable of detonating a secondary explosive lead/cap that is attached to any demolition charges and munitions. The M331 trainer is an inert functional trainer device, designed to replicate the functions of the M40 Receiver. Therefore, the trainer is capable of performing all operational functions of the M40 with the exception of the explosive output which is replaced with a visual indicator such as a flashing Light Emitting Diode (LED) as the only indication of firing. Potential sources shall be capable of producing, manufacturing, assembling, inspecting, testing, packaging and shipping the M40 and M331 in accordance with a Government Technical Data Package (TDP), drawings and specifications. The Government Technical Data Package will not be provided. The applicable NAICS code for this effort is: 325920 Explosive Manufacturing. The M40 is Arms Ammunition and Explosive (AA&E) category IV with a 1.4S Hazard Classification, therefore respondents to this survey shall state their ability to handle AA&E items and their ability to comply with DoD 4145.26 M and DoD5100.76M, as applicable and all required Federal Acquisition Regulations applicable to the production and manufacturing of AA&E and hazardous items. Key Specifications for the M40 Receiver are as follows: a. Shall have the capability of initiating one energetic lead equivalent to the M7 non-electric military blasting cap to create or initiate a high order detonation of the charge being primed with the device. b. Shall interface with the standard military blasting cap well on standard U.S. military explosives. c. Shall interface and be compatible with current military demolitions and munitions with attached energetic lead. d. Shall have the capability of being programmed and functioned by only one unique transmission code of any MI-RAMS M27 Transmitter until reset. e. Shall indicate that the receiver has been successfully programmed via the LED indicator. f. Shall retain the programmed transmitter code when turned off in memory for 30 days. g. Shall have a test function allow transmitter code verification indicated via the LED indicator. h. Shall have an employment time of 15 days. i. Shall not weigh more than 1.25 lbs when including the indigenous power source and excluding the antenna. j. Shall utilize an antenna with a connector that allows the user to remove the antenna. The antenna shall weigh no more than 1.0 pounds. k. Shall fit into the cargo pocket of the ACU trouser. l. Shall measure near-field MI noise levels and actively indicate whether it is in an area of acceptable noise via the use of an LED. m. Shall have a 5-minute safe separation time prior to the receivers arming. n. Shall be compatible with present night vision goggles. Interested parties are requested to provide information regarding their relevant capabilities, relevant technical and support staff skills, estimated minimum and maximum monthly production capabilities, and the minimum procurement quantity required for production. Respondents shall state if they are currently manufacturing this item or have made this item or similar items in the past, specifically items that have magneto-inductive technology. Additionally, interested parties should identify their relevant manufacturing facilities or the ability to obtain facilities, address if manufacturing resources are shared with other items/production lines and identify the approximate amount shared.
