- By way of this Notice, and in accordance with FAR 6.302-1, the USACE, Chicago District announces its intention to award a FOLLOW-ON Time & Materials contract to Jay Dee Contractors (hereinafter, "JDC") for the continued performance of responding to and repairing any failures of the Critical Systems within the McCook Distribution Tunnel System (DTS). Critical Systems are defined as components that are in either intermittent or continuous operation and that would cause additional failures within the DTS should they no longer become operational. Such Critical Systems include the Sump Pumps (4 each), Electrical Switchgear (1 each), Hydraulic Power Units (HPU), and the Heating and Ventilation System. Critical Systems also include support equipment required to facilitate repairs to said Critical Systems, which includes the Bridge Crane (1 each). To fulfill this requirement, the Government requires JDC, a contractor with the detailed knowledge of the past failures and repairs so that further degradation of the facility can be prevented through proactive and effective measures implemented with efficient and prompt response times to alarms. - As the original source provider of these services, JDC has the volume of expertise and proven ability to work safely in the DTS, a controlled environment. It has available, the necessary technical staff and resources to address any critical issues, which is essential to sustain the operability of this major and complex system. An inexperienced contractor could inadvertently delay or prolong troubleshooting and / or repairs of systems components, which could in turn, lead to additional damages and repairs costs. This scenario is likely due to the complexity of the various systems and would take time to fully understand. The contractor would need to develop his own protocol to respond to alarms and troubleshoot the situation. With JDC continuing the work, this would not be the case, as it has demonstrated that it can respond quickly and efficiently as been shown on their current contract. JDC was established in 1965 and has completed over 637,000 linear feet (over 120 miles) of tunnels in a variety of soil conditions. To reemphasize, Jay Dee has a staff of highly skilled professionals who combine technical expertise with extensive field experience in tunneling and underground construction. Jobsite safety is a major concern at Jay Dee and the company is committed to providing a safe working environment for its employees and promoting a culture of safety throughout the company. JDC constructed the Cady Marsh Drainage Ditch Tunnel project, contract number W912P6-04-C-0008 for the Chicago District, started in 2004 and completed in 2007. The project consisted of an approximately 6,440-foot long, 10-foot finished diameter, concrete-lined tunnel. It received an Outstanding rating for the work with such comments as: "Jay Dee's steadfast dedication to achieve a quality product exceeded the expectations of the Government", "Jay Dee's field office and home office proved to be customer-focused and worked well with the Corps of Engineers and local sponsor", "their superintendent was very organized and ensured that all punch list items were completed in a timely manner", "was able to complete the work prior to the contract completion date despite delays caused by sponsor requested contract changes" and "had a thorough safety plan which included Jay Dee's own inspection program policy". JDC has constructed three projects this Agency's Local Sponsor of the McCook Distribution Tunnel System, Metropolitan Water District of Greater Chicago. They built the Thornton Transitional Reservoir (two tunnels totaling 10,600 LF through dolomite limestone), Calumet Tunnel system (19,000 LF of various sizes of connecting sewer and entrance conduit structures), and Richton Park Outlet (10,030 LF sewer tunnel). A partial list of other projects they have completed or are working on are: City of Columbus (20,000 LF of 14' diameter tunnel for sewer system), King County, Washington (21,000 LF of 13' tunnel in glacial till), City of Philadelphia (3,600 LF of storm water conduit), City of Detroit (16,000 LF of 7' diameter tunnel), Detroit Water and Sewerage Department (overhaul of wastewater treatment plant), Milwaukee Metropolitan Sewerage District (10,030 LF of 5' diameter sewer tunnel), the City of Houston (16,700 LF of sewer tunnel) and Mobil Oil Refinery in Beaumont, Texas (2,500 LF of 8.5' diameter fiberglass storm water separation tunnel). The performance time for this FOLLOW-ON Time & Materials Contract will be approximately 365 calendar days from the date the contractor acknowledges the Notice to Proceed. This notice is NOT a Request for Proposals; therefore, NO solicitation documents will be issued. Award is anticipated on or about 31 May 2013. Any response to this notice must demonstrate that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the requirements described above. Detailed capabilities must be submitted to Kim Beard prior to 4:00 p.m. (CDT) on 19 May 2013 via email to kim.m.beard@usace.army.mil, with a copy furnished to Regina Blair at regina.g.blair@usace.army.mil (ENSURE that the Solicitation Number of "W912P6-13-R-0011" & Project Title is included in the subject line of your email). Note that any electronic files (EMAIL) CANNOT EXCEED this Agency's size limit of 20MB (includes email and its attachments); files exceeding this size will be denied access to Ms. Blair's and Ms. Beard's email inbox. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by 4:00 p.m. (CDT) on 19 May 2013, a contract may be issued to JDC without further notice.
