- Apendix A - Options for Restructing QIO Service Areas Full Request for Information Document The Centers for Medicare & Medicaid Services (CMS) seeks information about the methods the Agency uses to assign work to its Quality Improvement Organization (QIO) contractors. To accomplish our goal of further improving care for Medicare beneficiaries, CMS intends to restructure how it administers the Program so that QIOs can continue to deliver maximum impact to care and value to taxpayers. In particular, CMS seeks comments about four potential options the Agency may use to divide work among a varying number of QIO contractors across the country. In addition to these four approaches, CMS will consider alternative approaches that the public identifies that would best achieve the goals of the QIO Program. The four options CMS has developed for organizing QIO work in the future, as well as detailed information about the QIO Program, is available in Appendix A. CMS will use this information collected through this Request for Information notice to inform one or more future Requests for Proposal. DATES: Submit electronic comments by 4:00 pm Eastern on Friday, May 31, 2013. RESPONSE FORMAT: CMS requests responses to this RFI in the form of a white paper. White papers shall be submitted in Microsoft Word (Times New Roman, 12-point font) and are due no later than Friday, May 31, 2013, 4:00 p.m. EDT. White papers shall be submitted via email only to the primary point of contact listed below. CMS will not accept hard-copy responses. In order for CMS to consider a response, it shall consist of three sections and provide the information described below. CMS will not consider additional information submitted beyond these three sections. Section I. Name, mailing address, phone number, fax number, and email of designated point of contact. Section II. The name and contact information for the business or other organization whose views are represented in the paper, if that contact information differs from that provided in Section I. Section III (NO MORE THAN 10 PAGES). Complete and considered responses to each of the questions listed below for exactly two of the most preferred options below OR for exactly the one most preferred option below and an alternate framework. Please note, due to the expected volume of responses CMS anticipates, the Agency cannot guarantee that a submission deviating from this approach would be considered.
