- Draft SOW The Library of Congress has a requirement to procure 25,000 licenses of AMR-WB+, a compression and decompression method (codec) used by the National Library Service for the Blind and Physically Handicapped and it's contractors to compress the audio files within digital taking books (DTBs) during production and to decompress the files within the DTB player and smart phone applications. These licenses shall be used by the National Library Service in Digital Talking Book machines, smart phone applications, and encoding software. The Library intends to issue a sole source contract to VoiceAge Corporation in Montreal, Quebec, Canada. Any firm that wishes to be considered for this requirement must identify its ability to meet the work described in the attached Draft Statement of Work. All expressions of interest must be received by 12:00 Noon, May 17, 2013.
